City Commission present: Commissioners Carter, Carlton and Roberts, Mayor Randall and Vice Mayor Surrency. City Staff present: ICM Vause, City Attorney Harris, and City Clerk McGruder.

C. OFFICIAL CEREMONY
1. Outgoing presentation of Commissioner(s)
Mayor Randall presented Commissioner Carter with a certificate of appreciation and presented Mrs. Carter with a rose.
Commissioner Carter- Thanks for everyone’s support over the last 2 years. It has been a pleasure serving the citizens of Hawthorne.
2. Official seating of New Commissioner(s)
Mayor Randall and the Commissioners welcomed new City Commissioner Tommie Howard to the dais.
3. Swearing in of New Commissioner(s)
City Attorney Harris gave the oath of office to Commissioners Carlton, Howard and Surrency.
4. Election of Mayor
City Attorney Harris opened the floor for nominations for Mayor. No second on the nomination is needed.
Commissioner Howard- Nominate Commissioner Roberts
Commissioner Surrency- Nominate Commissioner Randall
Commissioner Carlton- Nominate Commissioner Surrency
Each candidate gave a statement stating why they would like the Mayor role.
Roberts vote- 2 yes, 3 no
Randall vote- 1 yes, 4 no
Surrency vote- 4 yes, 1 no
Commissioner Surrency was elected the new Mayor for the City of Hawthorne.
5. Election of Vice Mayor
City Attorney Harris opened the floor for nominations for Vice Mayor.
Commissioner Carlton- Nominate Commissioner Howard
Vote 5-0
Commissioner Tommie Howard was elected the new Vice Mayor for the City of Hawthorne.
D. RECOGNITIONS & GUESTS- None
E. COMMITTEE REPORTS/PRESENTATIONS/PROCLAMATIONS
1. Mr. David Donnelly, Alachua County Emergency Management
Mr. Donnelly gave a presentation on the 2011 Hurricane Season. He explained the roles of elected officials during disasters, the County Hurricane operations, and the Hurricane season forecast.
F. CITIZEN COMMENTS
1. Mr. Wayne Thomas- Commissioner Roberts strongly encouraged him to co-ordinate summer basketball. From July 8, 2011- August 12, 2011 there will be constructive basketball for the youth at the High School. The fee is $10 which covers the insurance. Everything else will be furnished by the program.
2. Ms. Memree Stuart- Summer at the Hawthorne Library has begun. The kids are disturbing others and are asking the parents to please speak with their kids and ask them to obey the library rules.
3. Mr. Jennifer Tozzo- Is personally offering her assistance to clean the brush from the old Campen property before a fire is started. It’s the neighborhood only entrance and exit. Daycare in Ashley Oakes is not legal through the City of Hawthorne.
4. Ms. Heather Surrency- HACCF accepted $5K for CSX and will meet with the ICM to see how we can spend this money near the railroad.

2. Nomination of Citizens Advisory Task Force (CATF) Committee
ICM Vause- City Commission must appoint a CATF to meet the requirements of the CDBG.
Commissioner Carlton- Nominate Ms. Pat Bouie
Commissioner Randall- Nominate Rev. Eugene Herring
Vice Howard- Since this is his first meeting he will call his name back into staff
Commissioner Roberts- Waiting on response from Ms. Elmore and will let staff no.
Mayor Surrency- Nominate Mr. Harry Carter
3. Election of voting delegate for Florida League of Cities
Commissioner Roberts- Mayor Surrency has done a top notch job representing the City of Hawthorne, but like to see Vice Mayor Howard serve on the Florida League of Cities to get some learning experience.
Commissioner Randall- Agree with Commissioner Roberts, but would like for Mayor Surrency to assist Vice Mayor Howard.

4. Schedule Special Meeting for Budget FY 2011/2012
ICM Vause- City Commission needs to schedule a Budget Meeting during the week of July 11 for her to submit the upcoming budget.
Commissioner Carlton- Was hoping we would have an audit completed before we start the process of a new budget.
The City Commission agreed to schedule a Budget Workshop on July 13 at 10AM and will arrange a Special Meeting at a later date after the audit report is given.
5. Presentation of estimated property tax value
ICM Vause- Alachua County Property Appraiser has furnished the 2011 estimated tax value for the City of Hawthorne is $45,550,000, which is a drop of $4 million in taxable value.
Commissioner Carlton- What is that amount of loss for the City of Hawthorne?
ICM Vause- It’s an estimated value of about $31K less in revenue we will receive.
6. Resolution for water deposit refund
ICM Vause- 3 commercial tenants share a water meter located at 6840 SE 221 Street. Need the City Commission permission to refund the deposits to these 3 tenants.
ICM Vause read the resolution by title only.
Moved to refund the water deposits.

7. Resolution for lift station pump #1 purchase
ICM Vause- Lift Station pump #1 both master pumps have failed. The projected estimates for repairs is estimated at $10K. To get new pumps is estimated at $16,775 for each pump for a total of $33,500. These pumps are needed because they are used to pump out the entire City of Hawthorne. If they are not repaired or replaced the entire city sewer will back up.
City Commissioners and Staff discussed this item.
Moved to repair at least one of pumps at this time for the estimate received at $4,417.

I. DISCUSSION
1. Water policy & Billing Procedures
ICM Vause gave a power point presentation on the water bill policy & billing procedures for the City of Hawthorne.
City Commissioners & Staff discussed this item.
City Commission asked staff to do a trial period for making phone calls to customers that subject to being cutoff.
J. CITIZEN COMMENTS
Ms. Jennifer Tozzo- can you reposition the power point projector to show on the wall behind the City Commissioners so the citizens will not have to move to view the presentations.
K. REPORTS/ANNOUNCEMENTS/INFORMATION
1. ICM Vause- Gave updates on Elections, Staff, Finances, Hawthorne Homecoming, Public Works Department, Fire Truck, and Parks & Recreation/CRA.
2. City Attorney Harris- The 3 Commissioners sworn in tonight need to sign the oath of office for the City Clerk. The Blakewood closing documents are in process. Since the election is over you may see Code Enforcement issues coming before the City Commission.
3. City Commission
Commissioner Roberts- Congratulations to Mayor Surrency and Vice Mayor Howard and you both have my support.
Commissioner Randall- Thank you for the opportunity to serve as the chair. Congratulations to Commissioner Carlton on his re-election, and congratulations to Mayor Surrency and Vice Mayor Howard you both have my support.
Vice Mayor Howard- Thank you to the citizens for their support and look forward to serving the citizens of Hawthorne.
Commissioner Carlton- Thank you to the citizens for re-electing him as City Commissioner.
4. Mayor Surrency- Please come out and support the Hawthorne Homecoming. The parade is Saturday July 2 at 4PM.
