2.  Authorizing City Manager to execute & submit the Certificate of Taxable Value
ICM Vause- Staff is requesting permission for the City Manager to execute and submit the certificate of taxable value for FY 2011-12.
ICM Vause read the Resolution by title only.
Moved to adopt the Resolution for the City Manager to execute and submit the certificate of taxable value for FY 2011-12.

3.  Regional Planning Council Voting Representative
ICM Vause- Every year Regional Planning Council does an attendance record.  They are asking our representative to attend the meetings on a regular basis or consider replacing the voting representative with another qualified person.

Commissioner Randall summarized what the Regional Planning Council is and explained that she was absent from meeting with RPC because of her health condition at the time.

Moved to appoint Commissioner Roberts.

Commissioner Roberts- Not interested at this time.  Would like Commissioner Randall to ask if they would allow us to have an alternate in case you cannot attend all the meetings.

Moved to reappoint Commissioner Randall to the Regional Planning Council as the City of Hawthorne voting representative and leave the position open for an alternate.

4.  Bid opening for surplus real estate property
ICM Vause- We received 2 sealed bids for 4 pieces of property that was advertised in the newspaper.  Mayor Surrency will open the bids and read the results.

Mayor Surrency- Parcel # 19759-000-000 located on SE 215th Street bid price was $400 by Mr. Lenton Herring.  Parcel # 19599-002-000 located on SE 73rd Avenue bid price was $2K by Mr. & Mrs. Sinatra Williams.

City Commission and Staff discussed the sealed bids received.

Moved to rebid the surplus property for 30 days asking for sealed bids.

5.  2006 Comp Plan Amendment Package
City Planner Dawson- This is information only.  Staff received letters from the Department of Community Affairs.  During DCA moving process they realized the City of Hawthorne had 2 comp plans that did not receive final action to notify the State they were adopted.  Staff will send the proper notification to the appropriate people.

City Commission and Staff discussed this item.

6.  Resolution-Lindsey Phillips Park Ownership
Park & Rec. Director Wynkoop- Recently found out we don’t own any of the Lindsey-Philips Park.  Alachua County did not own the property when they gave it to us.  DOT is willing to quick claim the deed to the City of Hawthorne is we pass a resolution and show the cost associated with running that park.  After going through the books it was determined that we have spent $148,699.84 in maintenance from 1999-2011.

City Attorney Harris- Will get with staff and try to work out a resolution with DOT and bring this back before the City Commission.  

No action was taken.

7.  City Manager contract workshop date
Commissioner Roberts- Thanks to Sam for the computer classes.  September is coming fast and would like us to set up a workshop and would like us to write a contract for the City Manager position.  When the contract is done we should include the new charter amendments that were recently passed.

City Commission agreed to schedule a City Manager contract workshop on August 9 @ 5PM.

G.  PUBLIC HEARING

H.  DISCUSSION
Commissioner Roberts- Read a letter from CBI Realty thanking ICM Vause and Sam Wynkooo for making the computer classes available to the citizens of Hawthorne.

I.  CITIZEN COMMENTS
Ms. Vivian Wagner- Likes the idea of the City of Hawthorne providing computer classes for the seniors.

Ms. Jennifer Tozzo- Remind everyone of the Americans with Disabilities Expo at Sidney Lanier on July 28 from 1-4PM.

Mr. Ray Daniel- He benefits from the senior computer classes and likes the idea that the City of Hawthorne is helping the seniors .  The program is a benefit to the City.

Ms. Memree Stuart- As Park & Rec. Director Mr. Wynkoop is doing his job by providing recreation to the senior citizens.  Have only heard good things about Mr. Wynkoop’s computer class.

J.  REPORTS
ICM Vause- Read her report and gave updates on staff vacation, finances, general business, lift stations, rate study and the LOCCHECC Project.

City Attorney Harris- Gave an update on the Alachua County Home Rule Charter Amendment.

Commissioner Roberts- 1st Thursday in September there will be a senior meeting at the new American Legion.  The speaker will be Mr. Von Fraser.

Commissioner Randall- None

Commissioner Carlton- None

Mayor Surrency- Ms. Peg Bush memorial service will be August 6 @ 10AM at the William Thomas Funeral Home.  August 13 Chamber of Commerce Bowling Tournanment.  August 12 Back to School Bash.  August 20 Health Fair with Hope for Hawthorne.  August 11 Vice Mayor and Mayor will be traveling to the Florida League of Cities Conference.  Mr. Daryl Todd the man injured from the water tower accident passed away.
