A.  CALL TO ORDER- Mayor Randall
        1.  Invocation- Mayor Randall
        2.  Pledge of Allegiance- Commissioner Roberts

City Commission present:  Commissioners Roberts, Carlton and Carter.  Vice Mayor Surrency and Mayor Randall.  Staff Present:  ICM Vause, City Attorney Harris, and City Clerk McGruder.

Commissioner Roberts- would like to look into a contract before hiring Ms. Vause and discuss this in a workshop before it’s discussed openly.

Commissioner Carlton- concur with Commissioner Roberts need to discuss hiring a permanent City Manager in a workshop.

Discussion continued.

C.  RECOGNITIONS & GUESTS
1.  Mittauer & Associates (CDBG Project)
Mr. Fred Fox- July 1, 2011 opens the CDBG application process through August 15, 2011.  The city can apply for up to $650K.  The only cost the city will have is the cost for advertisement.

Mr. Fox explained the process for advertisement and submitting the application for CDBG.
City Commissioners & Staff asked questions.

D.  COMMITTEE REPORTS/PRESENTATIONS/PROCLAMATIONS- None
E.  CITIZEN COMMENTS
Mr. Wayne Shaw- what will it cost the citizens if the grant is not approved?
ICM Vause- DEP has agreed to give the remainder of their grant money to the CDBG.  If we don’t get the CDBG then the City may have to wait because the city doesn’t have money to do the project ourselves.

Ms. Beatrice Sheppard- will there be a cost offset to the citizens years from now?
ICM Vause- cannot predict what will happen in the future.  Right now if the city doesn’t have a greater cost impact then there should be no cost to the citizens.

Ms. Lois Snowden- paid $200 deposit several years ago and found out they should not be paying water bills because its only one meter that serves several businesses in the same building.  We still have not received their deposit refund.
ICM Vause- this will be on the next agenda.  As ICM she does not have the authority to set a deposit refund amount and set a deposit for trash services only.  It must come from the City Commission.

Ms. Minnie Gooding- has been gone from her home since December and received a water bill this month for $70 and it’s only her in her home.
ICM Vause- will send staff out to reread her water meter.

2.  Resolution to advertise for the CDBG Grant writer
ICM Vause- first step for applying for the CDBG grant for expansion of the WWTP to obtain a grant writer and administrator will be needed.

3.  Resolution for the sale of the City of Hawthorne surplus real estate properties
ICM Vause- the city received several pieces of property through Code Enforcement.  Staff is recommending four of the parcels be sold through closed bids.

Moved to approve the resolution to sale the surplus property with the closing cost to be paid by the buyer, 30 day sealed bid, and reduce the cost to $1K for parcel # 19759.

4.  Resolution for the Extension of Right of Entry Agreement
ICM Vause- city granted FDOT a right of entry to clean and repair the culvert under SE 226 Drive.  The right of entry expired because FDOT could not do the work because an eagle nests.  The eagle has since left the nest and FDOT can proceed.

5.  Resolution for the donation of police car to Keystone Volunteer Fire Department
Commissioner Carter- Mr. Jeff Miller spent several volunteer hours working on the city’s fire truck.  He did not ask for any money but he did ask the city to donate the old police car to Keystone Volunteer Fire Department only if the City of Hawthorne doesn’t have any use for it.

City Commission, Staff & Citizens discussed this item.

Moved to table this resolution and instruct staff to bring a cost back before the City Commission and suggest another way to help Mr. Miller.

6.  Resolution for City Manager contract
Commissioner Carter- asked the City Attorney to research the legality of hiring a City Manager and the City Attorney did say we can hire within.

Commissioner Carter read a statement regarding the City Manager selection process and asked the City Commission to consider the direct hire of ICM Vause.

City Commission, Staff & Citizens discussed this item.

Moved to direct hire Ms. Vause and a contract will be discussed at a later date.

City Attorney Harris- recently the City Commission agreed to reduce their salary by 10% in order to bring the City’s budget into balance.

H.  DISCUSSION
1.  Water policy & Billing Procedures
ICM Vause- Commissioner Carlton asked this to be brought before the City Commission but to the time if it’s ok with Commissioner Carlton we can put this item on the next agenda?

Commissioner Carlton- Yes we can put it on the next agenda.

2.  Code Enforcement Quarterly Report
CEO Al Davis gave his quarterly report on Code Enforcement.

I.  CITIZENS COMMENTS
Ms. Janice Stallings- have completed brochures for Little Orange Creek.

J.  REPORTS
ICM Vause- gave an update on staff, the Public Works Department, and Recreation & Parks & CRA.

City Attorney Harris- City Election June 14, 2011.  It will be notices posted in the election area stating Question #14 will not be counted.

Commissioner Carter- Thank you to the Sheriff Department for attending the meeting.

Commissioner Roberts- The Life Enrichment Center will not be doing anything over the summer and she will notify everyone when they will pick back up.

Commissioner Carlton- None

Vice Mayor Surrency- Hawthorne Youth Council had a car wash which was a great success.  Thank you to everyone that came out and supported them.

Mayor Randall- Thank you to all the citizens that showed up tonight and would like to encourage everyone to keep coming out.
