OCTOBER 5, 2010

A.  CALL TO ORDER
Vice Mayor Surrency called the Regular Commission Meeting to order at 6:30PM.  Commissioner Roberts gave the Invocation and Commissioner Carlton led the Pledge of Allegiance.

City Commission present:  Vice Mayor Surrency, Commissioners Roberts, Carlton, Carter.  Not present:  Mayor Randall.  City Staff:  City Manager Smyth, City Attorney Harris, and City Clerk McGruder.

B.  APPROVAL OF AGENDA
Moved to approve the agenda.

C.  RECOGNITIONS & GUESTS
Captain Laurie Styphal introduced Sgt. Sherry French with ACSO that is now over the Hawthorne area.  Ms. Katie Fields of ACSO Crime Prevention Department stated she would like to meet with the residents of Hawthorne one day to get them involved and to address their needs that they feel ACSO are meeting.
City Commission asked questions and informed ACSO personnel of certain crime areas in Hawthorne.

City Manager Smyth introduced the new Parks & Recreation Manager for the City of Hawthorne Mr. Samuel Wynkoop.  Mr. Wynkoop gave a brief summary about himself.

E.  CITIZEN COMMENTS
Mr. Ben Campen Sr. - Property owner of lots B1-B6 in Ashley Oaks.  Received notice in January 2010 about a code violation from Mr. Al Davis.  Was recently informed that a lien was placed on his property.
The City Commission and staff continued to discuss this issue.
Moved to terminate the lien of Ben Campen.

Larry Tilbury- The street next to Tommy Middleton needs to be cleared.  The bushes are very over grown on the corner.

2.  A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF HAWTHORNE, FLORIDA ADOPTING THE FIXED ASSET CAPITALIZATION AND DEPRECIEATION POLICIES AND PROCEDURES; AND PROVIDING AN EFFECTIVE DATE.

City Clerk McGruder read the Resolution by title only.

City Manager Smyth- This is one of the policies from the Auditors recommendation that we need to adopt.

Moved to adopt the Resolution on capitalization policy.

Commissioner Carter- Want to go on record and say we need the other policies as soon as possible.

3.  A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF HAWTHORNE, FLORIDA AUTHORIZING THE MAYOR AND CITY MANAGER TO EXECUTE AN AGREEMENT FOR PROFESSIONAL SERVICES WITH JONES EDMUNDS INC. OF GAINESVILLE FLORIDA ; AND PROVIDING AN EFFECTIVE DATE.

City Clerk McGruder read the Resolution by title only.

City Manager Smyth- This is the 3rd and final firm for the RFQ for continuing contract for Professional Services.

G.  PUBLIC HEARING
        SECOND READING- NONE
        FIRST READING- NONE

H.  DISCUSSION
Vice Mayor Surrency- On November 6, 2010 from 9AM-Noon at the Hawthorne Fire Station, there will be a Fire Extinguisher course with Alachua County Fire Rescue & American Red Cross.  Former Commissioner Michael Rutledge is in charge of this.

I.  CITIZEN COMMENTS- NONE

J.  REPORTS/ANNOUNCEMENTS/INFORMATION
1.  City Manager- Antique fire truck from the Gainesville Fire Department will be housing their fire truck in our fire station and in exchange for storage use they will periodically crank up the City fire truck.

2.  City Attorney- None

3.  Commissioner Roberts- The retention pond next to the football stadium, who’s responsible for the upkeep?  Commissioner Carter- FDOT is responsible.
Commissioner Roberts- asking the City Commission to think about going back to having one meeting per month unless it is absolutely necessary to have the second meeting.

4.  Commissioner Carlton- Building next to the fire station which is the old jail house needs cleaning and the grass needs mowing.

5.  Commissioner Carter- Would like an update on the park grants and waste water plant.  We need to move on with the waste water expansion as soon as possible because we are already at 85% capacity.

6.  Vice Mayor Surrency- Spoke with Mayor Randall to see if she had any announcements and she is doing ok.  Florida Government Week is October 17-23.  Students will be at City Hall on that Friday, October 22, 2010.  Football game Friday night at 7:30PM against the number one team in the State.
