A. CALL TO ORDER
Mayor Randall called the meeting to order at 6:30PM.
Mayor Randall gave the Invocation and Commissioner Carter led the Pledge of Allegiance.
City Commission present: Mayor Randall, Vice Mayor Carlton, and Commissioners Carter, Roberts and Surrency.
Staff Present: City Manager Smyth, Interim City Attorney Harris, and City Clerk McGruder.

C. RECOGNITIONS & GUESTS
Jack Donovan- Candidate for Alachua County Commissioners and former City of Gainesville Commissioner. In the City of Hawthorne to visit and hear about the issues in Hawthorne. Is concerned about the future growth to municipalities and strengthening families with low economic status.
Pat McCollough- National Day of action June 5, 2010. Currently employed by President Obama and she is willing to assist the candidates in the upcoming election.
D. COMMITTEE REPORTS/APPOINTMENTS/PRESENTATIONS/PROCLAMATIONS
1. Freddie Womack Consortium Award
Mr. Charles Goldstein, publisher of Black College Magazine- Last month he and a group of other individuals decided to recognize all the 1st African American Women Mayor’s in Alachua County, and tonight he is here on behalf of the Freddie Womack Consortium Award Committee, to recognize Commissioner DeLoris Roberts for being the 1st African American Woman Mayor in the City of Hawthorne.
Commissioner Roberts- Thanked the citizens of Hawthorne who encouraged her and voted for her back in 1998 and all the years she has served the City of Hawthorne.

2. Resolution authorizing the purchase of City logo clothing from PRIDE and reimburse the City through payroll deduction.
Vice Mayor Carlton- asked the City Manager to please explain how the City will benefit from this?
City Manager Smyth- Right now the City pays $20 for each shirt for the street crew. This would allow the City to purchase a better quality shirt at a cheaper rate and saving the City money.
Moved to adopt Resolution to purchase City clothing from PRIDE, Inc.

3. Resolution authorizing the use of GovDeals.com for the disposal of surplus City property.
Vice Mayor Carlton- asked the City Manager to please explain how the City will benefit from this?
City Manager Smyth- Over 100 thousand customers shop this website per day and it has great results for government surplus property.

G. PUBLIC HEARING

FIRST READING
1. An Ordinance vacating the use of the road SE 219th Terrace to First United Methodist Church
Commissioner Carter- We were informed by the Pastor of the church that the road will remain open. The parking lot will be on both sides of the street.
Interim City Attorney Harris- The church has agreed to submit in writing that the road will remain open.
Moved to adopt the Ordinance as presented with the option to grant the request vacating the road to the church under the condition that the road will open and if the church break this agreement the street will resort back to the City.

J. REPORTS
City Manager Smyth- Presented to you tonight a letter from the Alachua County Growth Management to take over our planning department. The cost will be $12,500 for 6 months. This is the same salary with out benefits that would have been paid to Kelly.
Commissioner Surrency- Kelly was doing more duties than planning. Will they perform duties for the CRA?
City Manager Smyth- Will bring in CRA personnel for $8 per hour from Gainesville with the City Commission approval which will total out to what we would have paid for Kelly’s benefits.
Commissioner Carter- How many hours per week will this person work? Believe this should only be a temporary position.
City Manager Smyth- Should be 8 hours per week but noticed in packet they proposed 4 hours per week.
Moved to grant the City Manager permission to hire Alachua County Planner part time until we readdress this issue at the next meeting.

Commissioner Roberts- Thought this would be discussed further before we made a decision?
City Manager Smyth- This is just temporary. We are not voting on the contract itself. We have things that are going on now and we need a professional to over see them. This is only for 2 weeks or until the next meeting so we can discuss it further.

City Manger Smyth- He hired Debbie Pennington to replace Pat Kitching as the new Accounting Specialist.
Interim City Attorney- No report
Commissioner Roberts- Senior center officially named Hawthorne Area Community Center. Zumba classes will begin soon and she will bring back the date. Hats off to Mayor Randall & Commissioner Surrency for helping clean up Pleasant Gardens.
Commissioner Surrency- Youth Council Meeting was today at 5:30PM and still looking for students to participate. Their meetings are held once a month on the 3rd Tuesday at 5:30PM.
Commissioner Carter- Relay for Life this Friday at 6:00PM. Have 10 teams and a lot of entertainment and a lot of food. Survivor’s dinner is provided by the Women’s Club.
Vice Mayor Carlton- No report
Mayor Randall- June 24 is the beginning of the 78th Annual Hawthorne Homecoming event. The parade is Saturday June 26th. Hats of to Tim Webb for the landscaping in front and around City Hall.
