REGULAR COMMISSION MEETING
JULY 6, 2010 @ 6:30PM

A.CALL TO ORDER
Mayor Randall called the meeting to order at 6:30PM.  Commissioner Roberts gave the Invocation and Commissioner Carter led the Pledge of Allegiance.

B. APPROVAL OF AGENDA
Moved to approve the agenda.
Motion- Commissioner Roberts            Second- Vice Mayor Surrency
Vote- 5-0

C. RECOGNITIONS & GUESTS
Judge Tom Jaworski- Up for re-election on August 24, 2010 and is asking everyone to come to vote and support him in the upcoming election.

D. COMMITTEE REPORTS/PRESENTATIONS/PROCLAMATIONS
Mayor Randall read a proclamation honoring Mr. Carl Lee Grimes for his outstanding support to the City of Hawthorne schools, sports and the community.

E. CITIZEN COMMENTS
Belinda Lubben- Was told she would need a second reading but was told by City Clerk McGruder that she spoke with the City Planner and he said a second reading was not needed.

Interim City Attorney Harris- Would speak with the City Planner and ask why this was not on the agenda and if a second reading is needed it will be placed on the July 20 agenda.

F2. Resolution appointing the members to the Recreation Advisory Board

Commissioner Roberts- We should make sure every part of the town is represented.
Moved to approve the Resolution appointing the members to the Recreation Advisory Board.

Discussion:
City Manager Smyth- Hoping the other Commissioners have their names tonight to submit for the Recreation Advisory Board.
Commissioner Carlton- Would like to appoint Mr. Larry Tilbury

Mayor Randall- Would like to appoint Mr. Willie Jenkins III

F4. Resolution adopting City Purchasing Policy & Sole Source Purchasing Policy

Commissioner Roberts- These documents seem to be of a larger city.  We need something to look at from a city of our size & capacity.  Not saying we don’t need it because we do, but we should critique it to fit a city our size.

Commissioner Carlton- These are complicated documents and should not be passed tonight.  There are too many unanswered questions.

Vice Mayor Surrency- We have had two workshops on this information and it shows the power is in the hands of the City Commission.

City Manager Smyth- The information was taken from other small cities.  Non of the information came from Leesburg or any large city.

Moved to adopt the Resolution adopting the City purchasing policy & sole source purchasing policy.

Commissioner Carlton- Where does the City Commission fit into this?

Interim City Attorney Harris- All contracts come before the City Commission for approval.

I. CITIZEN COMMENTS
1. Eddie Martin- Motor bikes and go karts are riding on the main street in front of his home late at night.  Have not seen a police car patrolling that area in a long time.

J. REPORTS/ANNOUNCEMENTS/INFORMATION
1. City Manager- Alachua County may be willing to bring a Fire Engine to the Hawthorne Station if the station is brought up to code.  Asking the City Commission to ask the Mayor to do a letter to Alachua County saying they will do this if the station is brought up to code.  They will not move the ambulance.  There is grant money and we may get a loan from USDA.

Moved to ask the Mayor to write a letter asking Alachua County to write a letter of intent to the City of Hawthorne stating they will move the fire engine back to Hawthorne is we fix the building.

Want to schedule 3 CIP workshops on 7/14, 7/15, & 7/19 all beginning at 6PM, Budget Workshops on 7/27, 7/28, 7/29 all beginning at 6PM and a Special Meeting on 7/30 at 6PM for the Mileage Rate.

3rd Quarter financial report was put in your mailbox.  Please call with any questions.

2. Interim City Attorney Harris- No Report

3. Commissioner Carter- Mrs. Greta Knowles passed on Friday.  She is the mother of former Commissioner Terry Knowles.

4. Commissioner Roberts- While campaigning she noticed how some of the homes in certain neighborhoods looked and noticed so many vacant home.  Asking the City Commission to consider and think about how we could revitalize our neighborhoods.  Would like to go to Hollywood to the League of Cities training if the money is there.

Commissioner Carlton- Newspaper gave a very bad report about both of our schools.  Can we save our schools?

Sharon Surrency-  We should not only look at the FCAT data.  This year we have 84% of our students to actually graduate and the staff is doing a great job.

Vice Mayor Surrency- C.I. Foundation is doing a football camp for 250 kids at the Hawthorne Stadium on July 24 for ages 7-14.  He is also working on a Veterans Memorial in Hawthorne on CSX property.  Would like to schedule another Hawthorne Cleanup Day on August 24.

Mayor Randall- Spoke with Gail Monahan about the vacant homes in Pleasant Garden.  We should target one area at a time and notify the citizens of this.
