Discussions and Actions
l The minutes of the FinCom meetings of Sept. 3, 2008 and Sept. 16, 2008 were approved as amended , moved by Marie Crowley Sobalvarro, seconded by Steve Colwell. (4-0-0)
l Lorraine Leonard has received 8 quotes for the GASB45, low was $6200. This is almost $6000.00 less than budgeted. Boiler replacement at Bromfield is almost complete.
l The FinCom requested From Tim Bragan a full OCPF report on the ruling on using public funds when sending out information to the public.
l Bids have gone out for the DPW roof repairs. Hopefully the temporary roof will hold until spring. Energy committee recommends a R30 roof with insulation.
l Disposition public forum will be moving to Bromfield cafe for Sept 26, 2008.
l Valeska. Ross will be contracted to put out the Town Report.
l George McKenna requested that Tim Bragan tell the BOS that the Budget Calendar and Tri-board meetings are hosted by the FinCom.
l FinCom meeting will be rescheduled from Oct. 1, to Oct. 8,2000. On Oct 8 the agenda will include the Final Budget Calendar and the Budget Format for FY 10, review and acceptance and then dissemination. FIAT committee would like to report a preliminary presentation of their work to the members of the TriBoard at the Oct 7th meeting at Devens and then solicit feedback from the members.
l Lorraine Leonard and Tim Bragan will work up the personnel budgets for each department.
l Debbie Ricci suggested that after reviewing the available, preliminary revenue the FinCom will get together with the BOS so that guidelines can be set up for the FY10 budget. FIAT committee will request feedback on recommended procedures after the Oct 7th meeting.
l FinCom will invite the BOS to our meeting of Oct. 8th to review guidelines.
l Steve Colwell reported on the School Committee meeting of September 15th. Much of the meeting consisted of reviewing and voting on School Committee Policies. The reappointment of Thomas Jefferson as Superintendent of Schools will be delayed until the next School Committee meeting.
l Steve Colwell gave members a notice for the Annual Meeting of the Association of Town Finance Committees to be held on November 1, 2008 in Westford, MA
l Motion to adjourn at 8:55 pm by Marie Crowley Sobalvarro, and seconded by Terry Mead. Passed (4-0-0)
