                                                            Discussions and Actions

 

George McKenna and Terry Mead have been reappointed and sworn in for another term on FinCom.
Discussion on the possible amount for the override to cover Union contracts. Tim Bragan explained the breakdown of and the  impact of the proposed contracts of  town employees  and the need for  an estimated $231.000  as an Override.. The average tax bill before town meeting was $7,400, after the ATM with the voted $713,500 override the average tax will increased to $8041.84.  If an additional Override of $231,000 passes, the average tax bill will be $8166.06-a 10.32% increase over last year’s levy.
Other items on Warrant will include a request for funding for a study and evaluation of the HES pumping station for $25,000,   $23,000 has been spent this summer by the School department for work done to the system to bring it into compliance for the opening of the school year. Two other warrants for $364.00 and 2076.00 to cover overspent monies from previous years will be included.

The FinCom  members joined the BOS and School Committee for a Tri-board meeting to discuss the impact of the proposed contracts and Override issues.

FinCom reconvened. Tim Bragan is not present, Lorraine Leonard has joined the meeting.
 Discussion  followed on the need and format of an information packet  to be sent in a town mailing, including Devens, which will include the history  and need of the proposed budget changes since ATM, the impact  to the Union contracts, budget and the tax rate if  an override passes and  the impact if the override does not pass.
A motion was made and seconded to use Stabilization Fund for the one-time expense of the Insurance off-sets for the non-union employees.

The above motion passed with a 4-0-0 vote.
Meeting  dates were discussed.

  Tri-board meeting has been called for 7:00 pm  on Tuesday, Sept 11, 2007

  FinCom will meet at Town Hall at 7:30 on Tuesday Sept 11, 2007

  Other FinCom meetings for Sept  13, Sept 15, Sept 18 and Sept 20 will be posted

  to prepare the Information packet and make preparations for the Special Town        

  meeting.

FinCom will not meet on Thursday, Sept 6.
