Minutes
The meeting came to order at 7:06 P.M. with the following persons present:
Members: Sandy Gerraughty – chair, Andrew Belliveau – vice chair, Robin O’Malley – clerk, John Bonazoli, Chuck Dickson, Jim Lacey, Reggie Tardif
Absent: Lisa Collin
Guests: Phil Trapani and Gary Fowler – BOS, Chief Mulligan and Lt Cudmore – Police Dept., Glenn Smith, Reidar Bomenger and James Veira – Water, Ruth Eifert, Chris Laut, Mary Saunders and Ron Chorzewski – Library, Mike Farrell – Town Administrator, Jim Dimento – Park and Rec, Joe Knapp and Ed Desjardins – Historical Commission

Reserve Fund:
- Balance as of 1/31/11 $90,651
- Jim Lacey made a motion to transfer $5,515 from the reserve fund to Public Safety Building Maintenance, line #12132, for fire dept issued code violation of system upon inspection. Reg Tardif seconded. Motion carries 7-0.
- Jim Lacey made a motion to transfer $3,319.04 from the reserve fund to Police Operating Expense, line #12118, for transmission failure in primary patrol cruiser (2007). Reg Tardif seconded. Motion carries 7-0.
Water Dept:
- Glenn presented and explained the water department budget.
- The union raise is presently budgeted at 6.8%. Sandy said she would like to see a hard-line stance taken on increases.
Library:
- Ruth explained the library budget.
- State certification budget is $290,793. This is what the state mandates that we spend to stay certified.
Park and Recreation:
- Jim explained the park and rec budget
Historical Commission:
- Ed and Joe explained what the Historical Commission does.
- Sandy suggested a warrant article for landscape issues
Energy Update:
- The audit is 80% complete
- The audit is made up of 3 parts: Water, school and town buildings
- The RFQ’s are ready to send out
- Idea is to float a $5 million, 15 year period with 3 ½ to 3 ¾ % interest
- BOS is meeting on 3/14 to vote on if putting on the warrant
- Jim Lacey made a motion to recommend the placement of a holder on the warrant for the Energy project. Reg Tardif seconded. Motion carries 7-0
Other:
- Phil spoke on this Saturday’s, 3/5, budget workshop to be held at the high school.
- Mike informed us that free cash is $847,000. Snow/ice for highway dept only is over budget $221,000. The roof snow removal is estimated at $100,000. The roof collapse is covered with insurance. Hydrant snow removal is unsure if that is part of snow/ice removal.
- School Building Committee: the OPM interviews are this week. Since John cannot make it, Jim will be there to represent the FinCom.
- CIP is meeting on Wed, 3/9, at 6:00 and again on 3/23.
Jim Lacey made a motion to adjourn. The motion was seconded by Reg Tardif and passed with a vote of 7-0. Meeting adjourned at 9:15 p.m.
Next Meeting: Wednesday, March 9, 7:00 pm 2nd floor of town hall.
