Finance & Advisory Board Meeting

Minutes
The meeting came to order at 7:04 P.M. with the following persons present:
Members: Sandy Gerraughty – chair, Andrew Belliveau – vice chair, Robin O’Malley – clerk, John Bonazoli, Lisa Collin, Chuck Dickson (arrived at 7:55 pm), Jim Lacey, Reggie Tardif
Absent:
Guests: Gary Fowler – BOS, Patty Pitari, Sharon Freeman and Jeff Moore – ZBA, Nick Cracknell – Planner, Harry LaCortiglia, Tillie Evangelista, Christopher Rich, Hugh Carter – Planning Board, N. Jon Metivier – Building Inspector, Steve Przyjemski – Conservation Agent, Carl Shreder – Conversation Committee

ZBA (Zoning Board of Appeals):
- Patty and Jeff presented and explained the budget and explained the duties of the ZBA clerk.
- No Seniors and no students are helping in the ZBA office.
- Bylaw 165-88: the ZBA would like this changed, the Planning dept will look into it
- Received a breakout of the revolving account
Planning Dept:
- Nick presented and explained the budget. We received a Powerpoint presentation on paper.
Building Dept:
- Jon presented and explained the budget.
- The town should review their fee schedule for building permits, we are low compared to other surrounding towns. Jon will discuss with Mike and bring to BOS for approval.
- Effective 2/19/11, per the state, Jon has to do mechanical inspections. This is a completely new mandate.
Conservation:
- Steve presented and explained the budget.
- The fee structure for Conservation is a little high.
Other
- Personnel Board should look into colleges for possible interns to help in some of the land departments
- Sandy will email Mike Farrell and request that he put a place holder on the warrant for an article for software for the land use departments.
- Sandy handed out the cuts for the school dept. She asked that we all review and get questions to her by 3/8/11. She will compile and send to the school committee/school dept so they have the answers when they see us on 3/16/11.
- CIP is active. Andy Belliveau is the chair.
Jim Lacey made a motion to adjourn. The motion was seconded by Reg Tardif and passed with a vote of 8-0. Meeting adjourned at 9:35 p.m.
Next Meeting: Wednesday, March 2, 7:00 pm 3rd floor of town hall.
