Meeting Called to Order at: 7:04pm
Location: Town Hall -2nd floor meeting room

Jim set the agenda for discussion of the increase in the school budget request.
Jim informed us of a change of totals in the school budget for FY05
                        BUDGET  ACTUAL
        Salaries         $7.8 mil         $7.6 mil
        Expenses         $1.1mil                  $1.3 mil
        Change of $200K from one line item to another.

The school’s request of $397K increase in salaries- an increase on the $7.6 million actual that the schools changed in their budget.  So the increase is 5.2 % increase over FY05 actual

The Fin Comm has asked the schools for a detailed breakdown of the salaries by categories.

Steve D. informed us that he is working on insurance costs in regards to Property and Health.  The BOS needs to be involved in any changes to the insurances.

It was discussed that every year the Fin Comm and Finance Director do not have any budget numbers from the schools in the time frame requested.  There was a discussion of "the disconnect" of communication between the Fin Comm and the School Comm.

George Moker is to e-mail the school category options to Jim by Thursday 3/24/05 and then Jim will forward on to the Fin Comm members.

There was an open discussion of the amount of scrutiny placed on the town side of the budget versus the school’s budget.

George gave an overview of the new actions the schools are taking towards putting their budget together.

Monday and Tuesday meetings to be scheduled for Fin Comm.
Monday 3/28/05 meeting to review the school’s salary breakdown.
 What makes up the $397 request?
Where are the impacts across the town wide budget?
It was suggested that meetings be posted for Monday, Tuesday and Wednesday – 3/28 – 3/30 – to be sure that open meetings are posted in case we need them.

$150,000 Warrant Article for School Building Committee (SBC)
It was recommended that the Free Cash certified for FY04 be placed in the Stabilization Fund.
It was recommended that a portion of the Free Cash certified in September 2005, be used to fund this warrant article.
Motion to use FY05 Free Cash for $150,000 warrant article to be presented at the special meeting in October2005 for SBC Architectural Services
