December 14, 2004

Meeting Called to Order at: 7:00pm
Location: Town Hall -2nd floor meeting room

Reserve Fund Transfers
Motion to transfer $8994.96 to line item 19131 to cover additional Unemployment expenses for November expenses and vendor bill.

Reserve Fund request for the $12K for the Drainage previously presented as an Advisory was brought before board.  Discussion was for our preference to do Reserve Fund transfers for exact bills as opposed to estimated amounts – given the amount of monies remaining in the fund and the time remaining in FY 05.  Discussion that this Reserve Fund request would be fulfilled, we just would prefer a bill to pay against.

Reserve Fund is currently approximately $34.5K.

Toni to talk to the BOS to move $58K of Municipal Relief monies received by State into the Reserve Fund.

Discussion of additional monies expected to be paid to Conservation Commission Consultant that had been hired, to be expended from the Conservation Commission’s fees – not from Reserve Fund.

Motion to accept minutes of the 11.9.04 meeting as presented.

Cynthia Bateman asked if we had a projected schedule for the Budget Process as of yet.

Budget Process Summary
        Toni has budget schedules to go out to departments upon Steve Delaney’s approval
        5-year plan is getting prepared to go to department heads upon Steve’s approval
        Budgets are expected back from Departments to Toni and Steve mid January to 3rd week of January
        Budgets expected to be to Fin Comm 1st week of February

Jim reminded us that we need to look at the long term Capital Planning: Schools, Library, etc.

Motion to appoint Janet Pantano to Personnel Board
        Sandy moved
        Peter 2nd
        Unanimous

Reggie presented a summary report on Mass Inc. meeting that he attended at the Omni Parker House on “Financial Adequacy on Hancock Case – How Much is Enough”

Peter asked if we have heard anything from State yet in regards to FY 06.  Nothing yet!
