ACTION ITEMS:
Commission would like to see current sub-committee lists.
John Lopez, GCC – Proposes an erosion control and business plan for Camp Denison and other sub-committees.
Commission would like to adopt better communication with sub-committees and maintain better outreach. Commission would like to see sub-committees come in for discussions. (Seems like winter would be a good time to get this done)
Carl Shreder would like Don Anderson to come in to see the commission.

Carl Shreder, GCC – I don’t think I see the applicant here tonight.
Steve Przyjemski, Agent – My understanding is that we were only waiting on the DEP file number and comments. It wasn’t really necessary for the applicant to be here. The DEP has given the okay on the Title V replacement. The date on this plan is 6/30/08.
Carl Shreder, GCC – So, we do now have the DEP number and comments?
Steve Przyjemski, Agent – Yes, we do.

Hearing regarding the proposed revision of the Fee Schedule Table in Section 17 of the Town of Georgetown Wetland Protection Regulations.
Paul Nelson, GCC – Now, this is an advertised hearing and everyone knows about it?
Steve Przyjemski, Agent – Yes, way back when and we haven’t had anyone come in and talk to us about them.
Carl Shreder, GCC – So, no feedback?
Steve Przyjemski, Agent – Yes, we had one engineer who was here for another hearing after this one the last time and he gave us some interesting feedback. That was actually good because that was one of the new fees we had put in. That was regarding the bank disturbance and buffer disturbance. We lowered those to a more reasonable amount, before it was a bit much.
Carl Shreder, GCC – So, to refresh things for myself and the audience, could you explain which fees have been lowered and/or modified?
Steve Przyjemski, Agent – We kept the RDA’s the same. That is the fifty dollars for an RDA because that is usually the homeowner looking to do minor modifications like a small deck or a shed. The NOI was doubled. The Georgetown NOI doubled with no state filing, which never really happens. The NOI with the state filing is three times the total state fees, as apposed to two. The NOI locally for an existing failed septic system is fifteen where as before it fell it the three times the state fee because we have been getting a lot of these.
Carl Shreder, GCC – So, that is significantly lower?
Steve Przyjemski, Agent – Yes. It is very similarly in line with the request for an RDA it is just …
Carl Shreder, GCC – Right. It is just for small or existing projects.
Carl Shreder, GCC – Also, one of these fees here, in terms of the dollars per square foot on some of the buffer was a result of the feedback that we got from that engineer.
Steve Przyjemski, Agent – Right. I actually took that and plugged in the numbers from another town. So, I got real town numbers. That wasn’t my own inflation of a number unrealistically. Also, before this meeting I was looking at this again and the NOI for a simple project… Someone asked what’s a simple project? Our regulations don’t define simple. So, what is the definition of a small project?
Paul nelson, GCC – I would think a single family dwelling vs. a development…
Steve Przyjemski, Agent - …but a single family dwelling with wetland filling, say 8-10 Pine Plain…
Paul Nelson, GCC – That’s where rather than getting into all the caveats it was left up to you.
Steve Przyjemski, Agent - …and we did put in there, “determined by the agent”, but is that okay to put in “simple” and leave it to the agent’s discretion without a definition of what “simple” is?
Carl Shreder, GCC – It wouldn’t be a bad idea to put in some examples. “Simple”, as in i.e. decks.
Steve Przyjemski, Agent – I would like to finish this up tonight so if we could come up with at least three good examples on this. The more I look at this I almost want to bounce this to an RDA because it’s too….
Paul Nelson, GCC – But you can’t put permanent conditions using an RDA.
John Lopez, GCC – It’s too what?
Steve Przyjemski, Agent – It’s too subjective.
John Lopez, GCC – Your right. You can’t leave…
Paul Nelson, GCC – This is where it is up to you, as an agent. You would determine rather it looks clean or rather this looks to be an issue that would require more attention.
Steve Przyjemski, Agent – My question here is to rather we are creating a line item here for something we really don’t see much of? I crunched the numbers and we really don’t see too many of these small projects.
Steve Przyjemski, Agent – There aren’t any changes to the RDA fees. Should we really be creating a line item for decks? …where we have so few of these situations. What about sheds? Clearly, the GCC responded indicating “sheds should be included”.
Steve Przyjemski, Agent – Okay so, “no encroachment on the buffer”, “small decks, and sheds”.
Carl Shreder, GCC – Patios could fall under this too.
Steve Przyjemski, Agent - …things that are pervious. They would have to be pervious. That’s another good one. So, that’s all I have changed since the revision you have. …just some examples on the simple projects.
Steve Przyjemski, Agent – For resource delineation we simplified the more complicated figuring on this fee so, it will be $25 per 200 linear feet.
Steve Przyjemski, Agent – Site inspections will be charged. It is in all of the OoC’s but has never been charged.
Carl Shreder, GCC – When we issue an OoC there should be some clear language for OoC deadline.
Steve Przyjemski, Agent – There could be babysitting on these and follow up with these OoC.
Carl Shreder, GCC – That’s why we should have bonds for these big developments.
Steve Przyjemski, Agent – We do but we still run into issues with these situation. CoC re-issuance.

Bob Grasso, Rep. – I have a DEP number and green cards.
Steve Przyjemski, Agent – The DEP had no comments.
Bob Grasso, Rep. – This is a 3 bedroom dwell with a failed septic system. We are looking to replace the system there will be no brush or tree clearing. We will install a silt sock.
Carl Shreder, GCC – Is this a Presby system?
Bob Grasso, Rep. – No, just a conventional system.
Carl Shreder, GCC – Has this been approved by the BOH?
Bob Grasso, Rep. – Not yet we have an upcoming meeting. We are trying to avoid that tree out there. We are going to try to work around that as much as possible.
Paul Nelson, GCC – Can you move it away from the tree?
Bob Grasso, Rep. – Moving it the way you thinking it would be too close to the cellar wall.
Steve Przyjemski, Agent – Did you play around with that all? To try and get that out of the 100’ buffer?
Bob Grasso, Rep. – I hadn’t tried to move that based on the setbacks.
Steve Przyjemski, Agent – this is currently at 69’. If you could meet the setback completely and move this because it does have potential. The date on this is 8/8/08.
Paul Nelson, GCC – Steve, did you go to this site?
Steve Przyjemski, Agent – No, I usually don’t unless there is an issue.
Paul Nelson, GCC –What are you going to do with the current leaching field?
Bob Grasso, Rep. – It will be left to die out.

Steve Przyjemski, Agent – In the last meeting we came up with allot of conditions in the event we are ready to accept this plan at this hearing. Before they start work they have a lot to do anyway. This was circulated to the applicant as well so he was prepared with our expectations.
Carl Shreder, GCC - I think unless we have something definitive, we can really be put at risk. We would like some assurances to make us comfortable with it.
Steve Przyjemski, Agent – You will need to get the document that one of the commissioners had requested to me soon.
Dean Chongris, Acting applicant – We wanted to execute the deed for the Town to hold. We couldn’t get a title without a transfer so it will be a certified title for the title insurance.
Steve Przyjemski, Agent – Could you send me an email explaining what you need to make sure I get that right.
Dean Chongris, Acting applicant – Absolutely, I’ll send this out to you right away.
Carl Shreder, GCC – I would like to see a revised one from K & P.
Paul Nelson, GCC – The only time the DOR is involved…
Carl Shreder, GCC – I would like to see some documentation to have definitive information on this.
Steve Przyjemski, Agent – Let’s see what K & P can come back with and then base our decision.
Steve Przyjemski, Agent – I think we are just waiting for a vote, now. I believe we have explored all that we can on this.
Carl Shreder, GCC – I feel that we must stick with the verbiage on this to protect us on this project.
Dean Chongris, Acting applicant – I imagine you could possibly have another situation like this again.
Steve Przyjemski, Agent – There is no onsite mitigation.
Paul Nelson, GCC – I think we have enough conditions in this already.

Steve Przyjemski, Agent – The risk assessment has been submitted and the DEP is formulating a response right now.
Paul Nelson, GCC – So, we are waiting on the DEP to respond?
Steve Przyjemski, Agent – Yes, I guess they are to get a response to us at some point. There was about 2 or 3 things the DEP asked them to do but they risked it away.
Carl Shreder, GCC – They are not doing anything out there, correct?
Steve Przyjemski, Agent – No, I go out there every so often to check on the site and there has been no activity.
Steve Przyjemski, Agent – I am going to be putting two RDA’s on the agenda. I would like to have some time to review the DEP’s response when I get it, too.
