Safe Yield Presentation:
The Parker River Clean Water Association has been working with the RIFLS program to monitor stream flow up- and down-stream of the Georgetown well field to gain a better understanding of the impact of the well field on recurring severe low stream flows in the Parker River. This project provided an analysis of annual groundwater recharge in the Upper Parker River watershed, a seasonal analysis of stream depletion due to the operation of the town’s water supply wells, and an assessment of the river’s departure from “natural” stream flow. The report also
includes recommendations for stream flow restoration in the section of river that has run dry several times.
American Legion Park discussion
Paul proposes a vote to take the project in a two part project. NHESP concerns on behalf of Carl.
Carl Shreder, GCC – What is the emergency? Is it the contamination issue? If it is simply to allow the children to play there then that is not an emergency. Comment regarding the budget.
Charles Waters, GCC – If the NOI is on file and the Com knows what needs to get done then we can declare an emergency.
Carl Shreder, GCC – Well, if we choose to declare this as an urgent project we can move forward sooner.
Steve Przyjemski, Agent – I talked to Peter Durkee today and it is not a labor problem. You would still need to hold this at the same standard as any other project and allowing the public to participate.
Mike Birmingham, GCC – Is it an emergency? Has the BOH declared it an emergency?
Paul Nelson, GCC – No, but there is some urgency to get this done.
Carl Shreder, GCC – If the BOH hasn’t shut this down for the safety issue then we can assume that this is not yet been declared an emergency.
Paul Nelson, GCC – I know that we are stretching it a bit but we would be doing something for the town, and that would mean something, right?
Steve Przyjemski, Agent – Paul was hoping to get a vote tonight to start the work under an emergency status.
Steve Przyjemski, Agent – If you start the work early there may be an issue. I would recommend sticking to the process. I will be willing to try and get some answers from the DEP and NHESP.
Carl Shreder, GCC – We can not ignore the rules here, we have to treat this like any other hearing.
Charles Waters, GCC – Why don’t we determine rather this is an emergency at the time of the hearing?

Chris Olbrot of GCG – I am here in March at that time I had submitted the plan that violated the Bylaw. Keeping it out of the 75’ buffer as proposed a problem with the grade and working with the BOH on the septic. So we want to find out what your suggestions would be at this point.
Charles Waters, GCC – What is the best you can do?
Chris Olbrot of GCG – We can work to get this as far from the BVW as possible. We are certainly not saying that we aren’t in your jurisdiction.
Paul Nelson, GCC – So, this plan you are showing us is what you are proposing?
Chris Olbrot of GCG – Yes.
Carl Shreder, GCC – Are those trees going?
Chris Olbrot of GCG – Yes, the trees will have to go. There is a 10’ setback and to move away from the 75’ we will have to remove the trees.
Paul Nelson, GCC – You could reduce the footprint.
Steve Przyjemski, Agent – Getting the house and barn out of the 75’ would be a good thing. If they did a heavy and intense planting and get rid of the periwinkle which needs to be removed and we could do this in perpetuity. It is just an idea to see how we could possibly move forward.
Carl Shreder, GCC – The applicant should be here to help facilitate this process.
Charles Waters, GCC – I like Steve’s idea.
Mike Birmingham, GCC – Yes, I do too.
Mike Birmingham, GCC – I like the plan on the second sheet where the dwelling is moved furthest away from the BVW.
Charles Waters, GCC – So it is just that corner there and we could possibly work with this.
Carl Shreder, GCC – As soon as you get a plan to us to review we can possibly move forward on the next meeting but we need to have the plan.
Steve Przyjemski, Agent – Once we have a plan with what we have asked for then we could move on this.
Paul Nelson, GCC – I would like to see that they go through the ZBA, as well.
Steve Przyjemski, Agent – The size of the house has doubled?
Chris Olbrot of GCG – Yes, but they are really all about the same just different floor plan.
Carl Shreder, GCC – You haven’t even gotten approval to build, yet.
Charles Waters, GCC – So, I said to keep that out of the 75’ BVW and you said you cannot.
Chris Olbrot of GCG – Yes, we cannot get this out of the 75’ BVW with the grading.
Charles Waters, GCC – Even with a different house?
Chris Olbrot of GCG – Well, not with the particular house the applicant wants.
Charles Waters, GCC – He is almost out of the 75’ now. I don’t understand why they can not move further.
Chris Olbrot of GCG – Based on this concept plan I can not move this further and have the grades work.
Charles Waters, GCC – So, can we have you work with us on getting this new plan.
Paul Nelson, GCC – The house itself is the problem. The type of home doesn’t seem realistic as far as market value.
Steve Przyjemski, Agent – The driveways are really the same in all of the concepts but the house is what changes and seems to be the issue.
Carl Shreder, GCC – What is your applicant willing to do as far as mitigation?
Charles Waters, GCC – The bylaw states that it is up to the applicant to demonstrate why they can’t.
Steve Przyjemski, Agent – The distance isn’t the issue,
it is the area within the distance.
Chris Olbrot of GCG – He will advice me to draw up one more plan and you may deny it and I guess he will have to get an attorney and go that route.
Paul Nelson, GCC – Can you see that he could come out with you next time so we could discuss this further.
Carl Shreder, GCC – Can you get the plans to us by July 10th?

Steve Przyjemski, Agent – With regard to the deed process with Mr. Bussing there was some new information on the Park & Rec.’s land to be donated. Mr. Bussing added a condition on that land that meant they would have to develop the land within a time period.
J. Dimento, Park & Rec. – I don’t know what the actual stipulation was made. The original plan on use was fine. His intention has been to get a financial gain out of this but we have been working to provide the recreational land. My understanding is that he wanted to make sure that the land is developed in some way if not developed.
Charles Waters, GCC – Let’s reschedule this because we don’t have a deed, we don’t have a plan…
Steve Przyjemski, Agent – Why do we need an extra condition when this is going to Park & Rec. I believe K & P has this deed drafted but not sure about the wording on this.
Charles Waters, GCC - None of us have seen this to know rather we agree to this. I want to hear from Mr. Bussing to give a fair chance to speak about this because this wasn’t the deal and we want to know more about this. I would have been better if he were here tonight. It is great that you came here tonight on his behalf.

Mike Seekamp – Rep. Mr. Enos here to request a wetland crossing for test pits on the upland of the property. I have a DEP number and there were no comments. I have some pictures here to show where we will be crossing.
Paul Nelson, GCC – What were you going to use as a barrier?
Michael Seekamp – Plywood, it will be a backhoe that we will bring in.
Carl Shreder, GCC – How long? Is this a day project?
Michael Seekamp – Yes.
Paul Nelson, GCC – How many trees will have to come down?
Michael Seekamp – Maybe some saplings and most of which will spring back up. We routed it to avoid the trees.
Michael Seekamp – There wasn’t there on the 15th of May. I took some pictures to show this.
Carl Shreder, GCC – Abutters?
Abutter – I am the one who has the pond and it is dry and then fills up.
Paul Nelson, GCC – So, there should be a significant amount of water out there now.
Carl Shreder, GCC – Any conditions?
Steve Przyjemski, Agent – Yes, we should not accept the wetland line, the applicant needs to use matting or plywood on the ground for the wetland crossing, work will be scheduled when no rain is in the forecast and no work will be conducted when it is raining, and the Commission is to be notified of when work is to be conducted at least one week in advance.

Ben Osgood, Rep. – This is a 3 acre site that has an existing dwelling a SF house, garage and a well. We want to split the property in half. We have submitted to NHESP and it was approved by NHESP. They stipulated that we clear no further than stated on the plan. This has been divided for the septic design.
Steve Przyjemski, Agent – The 200’ buffer is for the rivers protection not the vernal pool.
Carl Shreder, GCC – Is the house going to be left as is?
Ben Osgood, Rep. – Yes, I believe it is being rented now and will be sold.
Mike Birmingham, GCC – Where is the septic?
Ben Osgood, Rep. –The septic system will be outside the jurisdiction.
Steve Przyjemski, Agent – Could be moved to avoid the 200’ buffer and where they subdivided it would make it impossible to meet our regulations. So, the applicant has essentially created his own hardship.
Ben Osgood – There is a pond out there and not a river. So, Steve when you brought this up to me I thought you were referring to this area here.
Paul Nelson, GCC – You have banks that are defined here.
Steve Przyjemski, Agent – We could have this evaluated.
