Meeting Minutes
October 3, 2011


Present: Chairman, Betsy Hardwick, Selectmen Scott Carbee and Abigail Arnold constituting a quorum.

Call to Order: Chairman Hardwick called the meeting to order at 6:30 pm.

Minutes: Administrative Assistant, Debra Davidson taking minutes.

AGENDA ITEMS:

Jon Rosamond – Mr. Rosamond was before the Selectboard representing the Scoby Pond Association and to update the Board about the treatment of the milfoil problem on Scoby Pond.  The treatment has been surveyed, with a report of 60-65% success.  The Town of Francestown is again applying for a grant.  Mr. Rosamond is seeking bids from two vendors; the bids will be forwarded to the DES before October 31 to comply with the grant.

Mr. Rosamond provided the Selectboard with a packet of information, keeping them apprised of what is taking place.  

Selectmen thanked Mr. Rosamond for his update.

Mike Tartalis Mr. Tartalis voiced various concerns about Pleasant Pond Road.  Hardwick explained the work is planned to continue until the money from the warrant article runs out.  It was also noted that the Selectboard will be meeting with the Road Agent at Pleasant Pond Road and will discuss the concerns with Paige at that time.

GENERAL BUSINESS:

CorrespondenceSelectmen reviewed incoming correspondence.

Right to Know Request – Davidson will arrange a time for Tom Anderson to view the requested documents.

HHP sent a letter to the Selectmen requesting the bond for the bridge on Old County Road South be returned.  Motion by Carbee, subject to approval by Road Agent, Paige returning the $10,000.00 Road Bond to HHP.  Seconded by Arnold & Hardwick.  Voted 3-0 affirmative.

Class VI Road Posting – signage at the end of Palmer Road may be relocated to Russell Station Road if an unused sign is not available. Hardwick to inform Paige of this.

Town Line sign - $750.00 +/-  restitution was awarded to the town.  Chief Bell is working with the County Attorney on this.  Discussion of relocating the Town Line sign followed. No decision at this time.

Timber Framer/Structural Engineer – Meeting at the Town House tomorrow at 9:00 am to view the building during daylight hours.

It was noted that an invoice from Belletetes is marked as being for the Museum – it is not believed to be the responsibility of the town to pay for this – it will be sent back to Larry Kullgren for clarification of what it is, and who is responsible for paying for it.  Check payment voided.

Minutes – Motion by Carbee to accept the September 12th minutes as amended. Seconded by Arnold & Hardwick.  Voted 3-0 affirmative.

Motion by Arnold to accept the September 19th minutes as written.  Seconded by Hardwick & Carbee.  Voted 3-0 affirmative.

Selectmen will meet with Road Agent, Gary Paige and walk Pleasant Pond Road this week.  Hardwick will notify Davidson when the meeting is to allow for proper posting.

Selectmen would like to meet with Chief Bell in a non-public this week to discuss a couple of issues.  Chief Bell will be contacted and a time determined and then posted.

October 31 Selectmen’s Meeting will be rescheduled for Tuesday, November 1 at 7:00 pm.

ADJOURNMENT:

With no further business, Hardwick motioned to adjourn the Selectmen’s Meeting at 7:15 pm.  Seconded by Arnold, all approved.   The next Selectmen’s Meeting is scheduled for Monday, October 10, 2011 at 7:00 pm.
