Update on the Engineering Consultant Selection for the Route One Infrastructure Project.

ACTION: Council action is not anticipated.
Summary:
On June 13, the Town issued a Request for Proposals for the Route One Infrastructure Project for Construction Document Preparation Services (attached). By the July 25 deadline six proposals were received. Bids ranged between $170K and $500K. (The Phase Two engineering report suggested a budget of approximately $700K for this item.)

Staff reviewed the proposals received by the Town and concurred on the top candidate - Fay, Spofford & Thorndike (FST) of South Portland). FST's bid was $314,550, which is roughly the average cost of all six proposals. FST’s proposal plus a written clarification/assurance on four issues (geotechnical, underground services design, public outreach, and stormwater approach) are attached.

The CDC reviewed all proposals and staff’s summary evaluation of them and on August 5 met with the FST team. FST gave a brief presentation and answered CDC member questions. The CDC then discussed all proposals with staff and voted 3-0 for the Town to enter into a contract with FST. A contract has since been signed.

Staff and CDC were impressed by FST. We found the company to be very thorough in its proposal and approach and understanding of what the Town hopes to accomplish.

The schedule for the preparation of construction documents is very tight. The Town's goal is to have a final product in hand by mid November 2013. Extensive outreach to property owners and the public will be part of the effort.The project schedule will be forwarded to the Council as soon as it is available. Note: The project schedule and the Council's other assignments will not allow for lengthy reviews and discussion of this project at Council meetings.

Next step:
  • Route One site walk by the CDC with staff and FST on Monday August 12 at 8:00 AM (meet at Starbucks).
