Summary:
A.   Conflict of Interest Policy -    At the 2012 Council Retreat, Councilor Rodden added an item to the Council Work Plan to create a Conflict of Interest Policy (Part 3, Section A). This policy would require all Town Councilors to disclose any property ownership in the Town of Falmouth. Councilor Rodden has worked with staff and the Town Attorney to create the attached documents. The first attachment is the 2012-13 Council Work Plan. The second attachment contains language that would be added to the Council Rules as "Policy Six: Conflict of Interest and Property Ownership Disclosure." The third attachment is from the Town of Rockport and recommended by the Town Attorney as one example. Rockport has language in its charter that could be used in Falmouth. The Town Manager is seeking guidance from the Council on the possible expansion of Falmouth's policy. Or, will the adjustment to the Council Rules be sufficient for a Conflict of Interest Policy?

B.   Tax Credit Options Analysis - As part of its Work Plan, the Town Council requested staff review all options for tax credit programs to ensure all residents can afford to live in Falmouth.The Work Plan states ”The Town Council will review all current and available options. After a thorough review, the Town Council may develop additional programs for applicable residents in Falmouth”. The attachment explains the standard current programs that are available or could be available to Falmouth residents. They have been split into three sections – Resident Exemptions and Other Local Exemptions Not Utilized in Falmouth.
