Order to approve a supplemental appropriation in the amount of $50,000 to be used to acquire and install cable broadcasting equipment at the new elementary school.

ACTION: Council action is anticipated.
Summary:
A memo describing the proposed expenditure is attached. This proposal was introduced to the One Falmouth Committee on September 15, 2011. The proposed expenditure will allow the town to install cable broadcasting equipment in the new elementary school cafeteria. We are experiencing meeting conflicts and excessive demand for the meeting space in the Town Council Chambers. This combined with the School Board's desire to broadcast all School Board meetings necessitates additional broadcast locations. While we will not be able to broadcast simultaneously on Cable Channel 2, we will be able to broadcast via live streaming through the town's web site. The elementary school was designed and constructed to accommodate additional community gathering and meeting space. We, staff and One Falmouth Committee, believe that broadcasting capabilities at the cafeteria is consistent with the original intent to have the cafeteria serve as a community meeting space.

Recently, the Town entered into a new franchise agreement with Time Warner Cable. As part of that agreement, the town received a payment for fees uncollected in the previous agreement. The amount received, $90,679, will be accounted for as an excess revenue which was not included in projected revenue budget. These revenues will be more than enough to balance the supplemental appropriation.
