Update on work by staff on amendments to the current Code of Ordinances regarding street acceptance.

Summary:
Staff has continued to work on the street ordinance draft. We have identfied more issues and expect to have some general legal review for this meeting. A memo is attached outlining the changes made since the last Council meeting.
