MEETING MINUTES

Call to Order: 7:06 PM
Reading of Minutes: Minutes of November 2002 were read. Ms. Himes moved the minutes be accepted; Ms. Kispert seconded. Motion carried 5-0.
Open Forum: Nothing presented.
Demolition Applications: 37 Beechwood Lane Ms. Kispert moved we allow demolition of the residential structure at 37 Beechwood Lane. Ms. Bennett seconded. Motion carried 5 in favor 0 opposed 0 abstained.
9 Surfside West Ms. Himes noticed nothing of significance to the structures. Ms. Kispert moved we allow the demolition of all structures at 9 Surfside West. Ms. Bennett seconded. Motion carried 4 in favor, 0 opposed, 1 abstention.
22 Prence St. Ms. Kispert moved we allow demolition of the residential structure at 22 Prence St. Ms. Bennett seconded. Motion carried 5 in favor, 0 opposed.
104 Tremont St. The house has no significant architectural features, no apparent historical significance. The house may have been moved up from the bogs. Ms. Kispert moved we allow the demolition of all structures located on the property at 104 Tremont St. Ms. Bennett seconded. Motion carried 5 in favor, 0 opposed.
New demolition applications. None.
Wright Library: Mr. Tucker will send a draft of the historic narrative when it is completed. Ms. Hall updated the commission on activities of the youth center committee in regard to the Community Preservation Committee. A number of commission members voiced some concerns about supporting the use of the Wright Library as a Teen Center. Discussion centered on how the town would maintain the building, how the students would be monitored and how the building would be preserved and protected. Further discussion was deferred until the February meeting.
Miscellaneous: Alden Cellar Hole LHD. This designation may not be legal. There are no records to indicate that anything was sent from the Town of Duxbury to the Attorney General’s office in 1966. The question is, is it too late to send the materials in? Ms. Rawley expressed an opinion indicating she didn’t think it should have to go before town meeting again. The original vote should be honored.
There is a disagreement as to the amount of funds currently in our account. S. Strother believes we have $12,000. Ms. Himes thinks it is $14,000. We will not send the Powder Point Survey out to bid until the discrepancy is resolved.
Action Items: Ms. Himes will contact the AG’s office Municipal Law Division regarding the Alden Cellar Hole LHD. Ms. Himes and Mr. Tucker will continue work on the Wright Building Application.

Adjournment: Ms. Hall moved the meeting be adjourned. Mr. Tucker seconded. Motion carried 5-0. Meeting adjourned at 9:00PM.
