DUXBURY HISTORICAL COMMISSION
MEETING MINUTES

Call to Order: 7:02 PM
Reading of Minutes: Ms. Himes moved to accept the minutes of April 18, 2002, Ms. Kispert seconded. The motion passed 7-0.  Ms. Himes moved to accept the minutes of April 25, 2002, Ms. Kispert seconded. The motion passed 7-0.
Open Forum: Patrick Browne, Executive Director of the Duxbury Rural and Historical Society spoke seeking support of the Historical Commission for a proposal submitted to the Community Preservation Committee for restoration projects at the King Caesar House, including the rehabilitation of the stone wharf. He asked that we vote to endorse the project. Louise Hatfield of Marshall St. wondered why 30 Ocean Ave. was before the commission. A second question addressed the ramifications if a building permit is not approved. Paul Brogna on behalf of the Battelle Institute attended in case there were any questions regarding their application for demolition.
Demolition Applications: Discussion of 30 Ocean Ave.- Ms. Kispert distributed an informational packet re 30 Ocean Ave. The consensus of the commission was to pursue direct confirmation from either Gordon Movers or another mover that the house could not feasibly be relocated. Ms Kispert will continue her efforts to contact Gordon Movers either directly or through Richard McDonald if necessary. The commission is sympathetic to the plight of the owners, but must proceed with due dilligence.
Battelle: Mr. Tucker’s research indicated that the building does not appear on the 1879 atlas of Duxbury. The first mention of the barn on the property is 1904. Ms. Sheehan feels that because it is visibly high profile and owned by a high profile company it should not be approved for demolition at this time. Ms. Hall does not think it meets the criteria for delay. Ms. Himes suggested that it no longer has architectural integrity. Ms. Bennett feels that the building might be dangerous.  Ms. Kispert moved that the Commission allow the demolition of the Battelle barn at 397 Washington Street. Ms. Himes seconded.  The motion carried 4 in favor, 2 abstentions, 1 against.
New Applications: 51 Shipyard Lane, garage. Application has not been officially received. A walk through will possibly be scheduled June 4, 2002.



Inventory Update: Individual forms have been received from Karen Davis for proof reading; area forms are not ready. Ms. Himes and Ms. Hall will proof available forms for June 1 completion. Ms. Himes spoke with Town Manager, Rocco Longo regarding the inventory of the Powder Point area. He recommends that the project be put out to bid, but that we have cash in hand before doing it. We will most likely need to wait until October before we start the process.
Warrant Articles: Ms. Himes submitted two warrant articles. One to address the change of references in the bylaw from Director of Inspectional Services to Zoning Enforcement Officer. The second addresses penalties for violating the demolition delay bylaw. There will be a planning board hearing on June 10 and a Selectmen’s meeting on June 3 at which these warrant articles will be discussed.
Mr. McDonald briefly came in at this point and answered several questions regarding 30 Ocean Ave. He and Ms. Kispert will meet to discuss further.
Preservation Planning: Ms. Hall and Ms. Himes independently produced drafts of the suggested Five- year Action Plan. These drafts will be discussed at the next meeting.
Federal Register Eligible Properties: Mr. Tucker has been unable to locate documents pertinent to the Wright Building in the Duxbury Free Library. He will continue to pursue information on the nomination process. He is creating his own file on the building.
Miscellaneous: Betsy Sullivan is the Selectmen’s liaison to the Historical Commission.  Ms. Himes moved to endorse the King Caesar House Restoration Proposal presented by Patrick Browne. Ms. Sheehan seconded. The motion carried 6 in favor, 1 against.
VIII.   Action Items: Ms. Himes will follow up on joint letter of  the CPC and DHC reagarding the Tarkiln needs study.
