DUXBURY HISTORICAL COMMISSION
MEETING MINUTES
Date: February 20, 2003
Time: 7:00 PM
Location: Lower Level Conference Room, Town Hall
Present: Martha Himes, Norman Tucker, Nancy Bennett, Wayne Dennison, and Jody Hall
Call to Order: 7:05 PM
Reading of Minutes: Minutes of January 16, 2003 were read. Mr. Dennison moved the minutes be accepted with corrections; Ms. Bennett seconded. Motion carried 5 in favor, 0 opposed.
Open Forum: None
Demolition Applications: 48 Cove St. Mr. Kevin Leary appeared to present the application for demolition. Mr. Leary will facilitate scheduling a walk through with the homeowner tentatively for February 27 at 4:00PM.
Wright Library: Representatives of the Teen Center Committee, Stephen Jones and Deborah Jewel were present. They were asked how they felt about Ruth Rowley’s editorial in the Duxbury Clipper. Ms. Himes asked how the ADA estimates were arrived at. They received estimates from Margulies and a second opinion verifying Margulies from Strekalovsky Hoit Raymond Architects. Current assessment of the building is $650,000. Mr. Tucker asked how they are going to choose someone to do the historic study. He suggested they might want to contact the Massachusetts Historical Commission for their suggested list of approved consultants.
Ms. Hall moved the Historical Commission not support the use of the Wright Building by the South Shore Conservatory. Ms. Bennett seconded. Motion carried 5 in favor, 0 opposed.
Mr. Dennison moved we choose not to support either the South Shore Conservatory Plan or the Student Union Plan at this time in favor of further study relative to Architectural-Structural Assessment. Ms. Hall seconded. Motion carried 5 in favor, 0 opposed.
Mr. Tucker stated that the Inventory Form for the Wright Building is virtually complete.
V. CPZBIC: The CPZBIC requested an endorsement of their articles in writing. Mr. Dennison moved the Historical Commission endorse the proposed bylaws within the jurisdiction of the Duxbury Historical Commission. Ms. Hall seconded. Motion carried 5 in favor 0 opposed.
Powder Point Inventory: The Powder Point Inventory has been put out to bid. Four RFPs have been sent out.
Local Historic Districts: Discussion of subcommittee’s progress. We need to approach this with a positive spin on everything. The time line was reviewed.
Miscellaneous: Orie Fontaine has offered to have the Commission walk through his renovated barn on Sprague Farm Lane. Ms. Himes will attempt to make an appointment for February 27 at 4:30 PM.
