MEETING MINUTES

Present: Nicki Kispert, Norman Tucker, Martha Himes and Jody Hall, Susanna Sheehan, Nancy Bennett.
Absent: Wayne Dennison
Call to Order: 7:10 PM
Reading of Minutes: Reading of May minutes postponed until next meeting. Mr. Tucker moved to accept minutes of June 26, 2003 as corrected. Ms. Sheehan seconded. Motion carried 5 in favor, 1 abstention.
Open Forum: Ms. Himes found “The Economics of Preservation Article” for inclusion in the LHDSC report. Ms. Himes has also been reading 40B applications in order for the Commission to keep informed. A question was raised regarding the demolition delay bylaw as it may be affected by potential demolition of structures on proposed 40B property. Is the bylaw waived? Nothing has been mentioned to date. Who do we ask? We need to find out what the process is. Ms. Himes will post the question on the Massachusetts Historical Commission’s list serve.
Demolition Applications: 192 Powder Point Avenue. Following a discussion of R. Clipston Sturgis, the architect and his contributions to Duxbury Architecture, Ms Bennett moved we allow the proposed demolition at 192 Powder Point Avenue as per the demolition application. Ms. Hall seconded. Motion carried 6 in favor, 0 opposed, 0 abstentions. Ms. Himes and Ms. Sheehan recused themselves. Andrew Bentinck Smith suggested the commission obtain a voice mailbox at town hall in order to expedite the process of applicants contacting the commission. He also indicated he did not receive both side of the cover sheet.
222 Powder Point Ave. Ms. Kispert moved we allow partial demolition of 222 Powder Point Ave. as outlined in the application requesting demolition. Mr. Tucker seconded. Motion carried 6 in favor no abstentions. We need to keep an eye on this project as it progresses.
32 Morton’s Hole Way. Demolishing a house because it has concrete block foundation is not justifiable-the foundation can be poured; however the house is not worth saving. Ms. Kispert moved we allow the demolition of the single-family dwelling located at 32 Morton’s Hole Way. Ms. Bennett seconded. Motion carried 6 in favor, no abstentions.
Miscellaneous: Ms. Kispert is mystified by what comes before the commission from the Department of Inspectional Services. It is erratic. Perhaps there is a lack of communication in the IS office. The Office staff may be making judgement calls. Perhaps we should schedule a meeting with them to define policies. They may be persuaded by contractors’ influence. Ms. Bennett suggested a hand out for contractors outlining DHC policies. Ms. Kispert left the meeting at 7:50 PM.
An addition to the demolition application might be a statement indicating when the DHC meets and the timeline for reviewing applications. We should redo the application prior to September.
Deliverables: Ms. Kispert and Ms. Bennett will generate letter to Richard MacDonald. Mr. Tucker will continue Wright Building application.
