MEETING MINUTES

Present: Nicki Kispert, Nancy Bennett, Norman Tucker, Martha Himes and Jody Hall, Wayne Dennison, Susanna Sheehan
Call to Order: 7:03 PM
Reading of Minutes: Ms. Bennett moved the minutes of February 20, 2003 be accepted with amendments. Mr. Tucker seconded. Motion passed 5 in favor, 2 abstentions. Mr. Tucker moved the minutes of February 27, 2003 be accepted with amendments. Ms. Kispert seconded. Motion passed 5 in favor, 2 abstentions.
Open Forum: Ms. Himes noted The Boston Society of Architects CADD Challenge. A reminder letter regarding Article 24 on the town meeting warrant will be sent to Rocco Longo, Town Manager. This is to establish a committee to develop an RFP for the architectural survey of the Wright Building. The Historical Commission must put the Tarkiln Building back on the priority list.
Demolition Applications: 290 Enterprise Street. The Application was received March 18, 2003. Ms. Himes will check to see if this house has been inventoried. Ms. Kispert will schedule a walk through for either March 27 or 28 at 3:30 PM. It is not on Karen Davis’s Nation Register List. Wayne Denniston is recusing himself from any discussion of this application.
52 Powder Point Ave. The roof was removed, beams are down. It appears that portions of the interior of the house have been gutted. Ms. Kispert emailed Mr. McDonald, the Zoning Enforcement Officer, with questions regarding the status. Mr. McDonald replied that he tried to get in touch—it was a problem of deterioration. Ms. Kispert emailed him again with her thanks. Ms. Himes indicated she heard from Mr. McDonald that he is being pressured by developers to define substantial. Ms. Kispert and Ms. Bennett have noted many examples of additions going up on possible historic structures that have not come before the commission with a demolition application. Either nothing is being demolished in order to add on or there is a break down in communication with the Building Department. Ms. Kispert suggested sending a letter to Mr.
McDonald outlining our concerns. If that doesn’t work, then there should be a meeting with Mr. McDonald, Mr. Longo and the Planning Director in order to rectify the situation.
Inventory: Ms. Kispert moved we retain Karen Davis as consultant on the third phase of the Town wide inventory (Powder Point). Ms. Sheehan seconded. Motion carried with 6 in favor, 0 opposed, 1 abstention.
Miscellaneous: We will need someone to sit on the Wright Building Study Committee.
LHDSC: We need to review the demolition applications received since the by law was adopted to determine any particularly threatened locations/types of homes. We also need to identify potential “jewels”. Areas to be photographed: Elm St./Tree of Knowledge/Summer St.; Tinkertown; Millbrook; Standish Shore (Ocean Ave.) Washington St.; Camp Wing; Union St. between Congress & Keene St. including Ashdod Cemetery and Chapel; Intersection of Temple & Franklin St.; Enterprise St. (Prince Houses); 68 7 74 Depot St.; Cove St., Elm Hill Lane; Abrams Hill. Ms. Himes will take pictures. Review Karen Davis’s list of National Register recommendations. We need to contact the Mass. Historical Commission for a list of LHD in towns near Duxbury.
Deliverables: Ms. Kispert and Ms. Bennett will draft a letter to Mr. MacDonald for review at the next meeting. Ms. Himes will generate a letter to Mr. Longo regarding the Wright Building Committee. Ms. Himes will also take the above-mentioned photographs, call Karen Davis, draft the contract. Wayne Denniston will get his binder of LHD information to Ms. Himes
