Duxbury Bay Management Commission

Meeting Minutes – Thursday, November 9, 2006

A meeting of the Duxbury Bay Management Commission was held at the Duxbury Senior Center at 7:50 pm.  
        
In attendance:

Duxbury Bay Management Commission (DBMC): John Carnuccio (Chair), John Brawley, Shawn Dahlen, Ned Lawson, Corey Wisneski (Secretary)

Other Guests: Bill Bennett, Gregg Morris, Joe Grady, Don Merry, Buster ???, Jon McGraw, Dick Loring, Terry Kelleher


This DBMC meeting was held immediately following a joint meeting of the DBMC and the Shellfish Advisory Committee (SAC) during which amendments to the draft aquaculture report were suggested and discussed.  

I.      Aquaculture Report
With regard to the aquaculture report, J. Carnuccio stated that he would hope the DBMC would act in an advocacy role for aquaculture and asked the attendees what were the biggest threat to oysters.  The attendees replied that juvenile oyster disease and unburied moorings dragging through grants were the biggest issues, along with the lack of public understanding about the benefits that oyster farms can bestow on an area.  B. Bennett stated that he thinks the increased traffic at the various landings is a major problem because parking and general room to maneuver has diminished in recent years.

J. Carnuccio suggested that the aquaculture report incorporate the benefits from aquaculture.  He also stated that getting a committee together to draft a Shellfish Management Plan (SMP) is a critical step.  He suggested that one person from each relevant town committee and industry association participate in putting together the SMP and that he thinks J. Brawley’s suggestion of basing the SMP on Wellfleet’s plan was a good one.  J. Brawley volunteered to be on the committee and J. Carnuccio suggested that the committee should have a SMP ready for review within 6 months of beginning.

VOTE: To approve the October 12th DBMC meeting minutes.

III.    Annual Report
J. Carnuccio stated that the DBMC’s Annual Report is due to the Board of Selectmen tomorrow and he asked for any edits the members may have.  It was suggested that the report should mention that a vessel storage solution during hurricanes was being researched.

IV.     Next Issue for DBMC
J. Brawley suggested that water quality should be the next topic to be tackled by the DBMC.  N. Lawson agrees, although he thinks that the issue of mooring proliferation in the basin is a major concern.

V.      Miscellaneous
J. Carnuccio reminded the members about the March 5th Town Meeting and mentioned that warrant articles should be submitted soon.

There being no further business, the meeting was adjourned at 8:45 pm
