BOARD OF SELECTMEN MINUTES      
                
Present:  Elizabeth Sullivan, Chair; Andre Martecchini, Vice-Chair, and John Tuffy, Clerk.

Absent:  No members were absent.

Staff:  Richard MacDonald, Town Manager; and Barbara Ripley, Executive Assistant.

The meeting was called to order at 7:00 PM in the Duxbury Schools Performing Arts Center.


PRESERVATION RESTRICTION FOR THE DREW HOUSE (685 WASHINGTON STREET)

Ms. Sullivan recused herself from the discussion and vote on this issue, given a potential professional conflict.

Mr. Tuffy noted that the Board discussed this item at their last meeting.  However, prior to approving the restriction, the Board requested approval of the proposed document by Duxbury Town Counsel.  Town Counsel sent a memorandum, dated 11/9/06, approving the document as to form.   Mr. Tuffy moved that the Board approve a preservation restriction agreement between the Duxbury Rural and Historical Society and Michael J. Butts.  Second by Mr. Martecchini.  Vote:  2:0:1 (Ms. Sullivan abstained.)


SPECIAL TOWN MEETING ARTICLES

Article #1, Motion #3:  (Firefighters Contract) Ms. Sullivan noted that the Board approved a Memorandum of Agreement for the Firefighters Contract on November 6.  However, an amount for the contract was not known at the time, so they did not take a vote on the Special Town Meeting Article.  Now the amount is known.  Mr. Martecchini moved that the Board of Selectmen approve Special Town Meeting Article #1, Motion #3 in the amount of $39,425.00.  Second by Mr. Tuffy.  Vote:  3:0:0.

Article #2, Motion #1:  (Teachers Contract)  Mr. Tuffy recused himself from the discussion and vote, given that his spouse is a Duxbury teacher.  Ms. Sullivan noted that the Finance Committee amended the amount of money involved in this article, from $548,900.00 to $403,086.00.  Therefore, the Board would like to re-consider the article.  Mr. Martecchini moved that the Board approve Special Town Meeting Article #2, Motion #1, in the amount of $403,086.00.  Second by Ms. Sullivan.  Vote:  2:0:1 (Mr. Tuffy abstained.)


RECESS & ADJOURNMENT

At 7:15 PM, Mr. Martecchini made a motion to recess the Board of Selectmen meeting until 7:30 PM for the Special Town Meeting, and then to adjourn at the close of that Special Town Meeting.  Second by Mr. Tuffy.  Vote:  3:0:0.  The Special Town Meeting was adjourned at 11:00 PM.
