BOARD OF SELECTMEN MINUTES      
                
Present:  Elizabeth Sullivan, Chair and Andre Martecchini, Vice-Chair.

Absent:  John Tuffy was absent.

Staff:  Richard MacDonald, Town Manager; and Barbara Ripley, Executive Assistant.

The meeting was called to order at 7:30 PM.


OPEN FORUM

No items were brought forward.


MEETING WITH PLYMOUTH COUNTY TREASURER AND DUXBURY STATE REPRESENTATIVE (PRECINCTS 1 & 6):  TOM O’BRIEN

Ms. Sullivan noted that Mr. O’Brien will serve in both positions until January 2007, at which time Tom Calter will take over as Duxbury State Representative (Precincts 1 & 6).

Mr. O’Brien said that this meeting is part of his “farewell tour” of those municipalities where he has served as State Representative.  He praised the Selectmen, Town Manager, and all other boards and committees for their hard work in the Town of Duxbury.  He said that he enjoyed his tenure immensely.  He commented that he has never missed a vote in almost ten years of service.

Ms. Sullivan and Mr. Martecchini thanked Mr. O’Brien for his excellent service.  Ms. Sullivan noted that while Mr. O’Brien was only elected by and for Precincts 1 & 6, he never asked which precinct an issue came from before agreeing to work on it.  He was always a great help to the Town.


ONE-DAY LIQUOR LICENSE REQUEST:  DUXBURY RURAL & HISTORICAL SOCIETY (DHRS) FOR ANNUAL MEMBERS CHRISTMAS PARTY

No one was present from the DRHS.  Ms. Ripley explained that all of the paperwork and approvals were in order.  Mr. Martecchini moved that Mr. Patrick Browne, as a representative of the Duxbury Rural & Historical Society be granted a One-Day Wine & Malt License to hold a Members’ Christmas Party at the King Caesar House on Friday, December 8, 2006 from 6:00 PM to 8:00 PM, subject to the conditions as stated on the following memoranda:  Duxbury Police Chief (12/1/06), Duxbury Fire Chief (dated 11/28/06), Director of Inspectional Services (dated 11/27/06), and Board of Health (dated 11/28/06).  Second by Ms. Sullivan.  Vote: 2:0:0.


ONE-DAY LIQUOR LICENSE REQUEST:  DUXBURY RURAL & HISTORICAL SOCIETY (DHRS) FOR A PRIVATE RENTAL ON DECEMBER 17, 2006

Mr. Martecchini moved that Mr. Patrick Browne, as a representative of the Duxbury Rural & Historical Society  be granted a One-Day Wine & Malt License to hold a Family Christmas Luncheon at the Nathaniel Winsor Jr. House (479 Washington Street) on Sunday, December 17, 2006 from 6:00 PM to 8:00 PM, subject to the conditions as stated on the following memoranda:  Duxbury Police Chief (12/1/06), Deputy Fire Chief (dated 11/28/06), Director of Inspectional Services (dated 11/27/06), and Board of Health (dated 11/28/06).  Second by Ms. Sullivan.  Vote: 2:0:0.


MEETING OF THE WATER & SEWER COMMISSIONERS: Drew House/Bluefish River Shared Septic System

This was postponed to December 11, 2006.


TOWN MANAGER BRIEF

·       201 Christmas Trees were sold at the Town-owned Jaycox Christmas Tree Farm.  Mr. Martecchini said that he bought one of the trees, which was of excellent quality.  The operation reportedly went very smoothly.  Thanks were expressed to Mr. Grady and Mr. Buttkus for their efforts.

·       Construction levels were reduced significantly in November.  The amount was $1.2 million.  

·       Board and Committee members who previously had “adelphia.net” e-mail addresses are asked to contact the Town Manager’s office with their new “comcast.net” addresses.

·       The Town Manager’s major occupation at this point is development of the FY08 budget.  The new Finance Director has been very helpful in this regard.


BONUS SHELLFISH SEASON

Mr. Martecchini moved that, because of abundant shellfish resources, that:

·       a temporary Bonus Shellfish Season be declared for the commercial harvesting of softshell clams for the month of December, per the regulations described in Attachment B & C of the Duxbury Harbormaster’s memorandum of November 28, 2006;

·       and that a temporary Bonus Shellfish Season be declared for the commercial harvesting of quahog clams for the month of December, per the regulations described in Attachment A & C of the Duxbury Harbormaster’s memorandum of November 28, 2006;

·       and that a temporary Bonus Shellfish Season be declared for the recreational harvesting of Soft Shell clams for the month of December, per the regulations described in Attachment D of the Duxbury Harbormaster’s memorandum of November 28, 2006.

Second by Ms. Sullivan.  Vote:  2:0:0.


SURPLUS FIRE EQUIPMENT

Chief Kevin Nord was present.  He explained that the 1991 generator has been replaced by a new one.  The value of the 1991 generator is less than $500.00.  Therefore, it may be disposed of according to Town guidelines.  The Town of Duxbury does not require a bidding process for items under $500.00.  The Chief has located someone who is willing to remove the generator from the property, and give the Town approximately $200.00 for it.  However, the item must first be declared as surplus by the Selectmen.

Mr. Martecchini moved that the Board of Selectmen declare the 1991 Superior Diesel Generator as surplus property.  Second by Ms. Sullivan.  Vote:  2:0:0.


MINUTES

Mr. Martecchini moved that the Executive Session Minutes of November 20, 2006 be approved as written, with the contents to remain sealed until the matter under consideration has been resolved.  Second by Ms. Sullivan.  Vote: 2:0:0.

Mr. Martecchini moved that the Open Session Minutes of November 20, 2006 be approved as written.  Second by Ms. Sullivan.  Vote: 2:0:0.


ADJOURNMENT

At 8:10 PM, Mr. Martecchini moved that the Board adjourn their meeting.  Second by Ms. Sullivan.  Vote: 2:0:0.
