BOARD OF SELECTMEN                                                      June 16, 2003

The meeting was called to order at 7:35 p.m.  Present were Chairman Elizabeth Sullivan, Selectmen John Tuffy and Andre Martecchini and Town Manager Rocco Longo.    

OPEN FORUM:

Resident Jeanne Clark asked if she could be informed of the discussion at the 8:00 a.m. meeting of the Fiscal Oversight Committee.  Mr. Longo summarized the meeting.  Goals for the July 21 meeting were set.  They include:  FY03 actual and FY05 projected Revenue figures; State revenue estimates, and a list of town fees for FinCom/FAC review in terms of department budgets.  The possibility of applying a portion of shared costs to each department’s budget will also be considered.

Ruth Rowley asked the Board and Town Manager to review the terms of the King Caesar Trust Fund prior to making arrangements for an intake coordinator in order to comply with the trust.

GREAT MASSACHUSETTS GETAWAY CYCLING TOUR:
Melissa Pilicy of the New England Chapter, Multiple Sclerosis Society, asked the Board for permission to have the Tour pass through Duxbury’s streets for this fund-raising tour.  The tour runs from Quincy to Provincetown and anticipates raising $1,000,000.  They have asked the town manager to sign the required Mass. Highway form and obtained necessary permission from Duxbury Police, Fire and Inspectional Services.  They have provided a certificate of insurance.

Andre Martecchini moved that the Board of Selectmen grant permission for the National Multiple Sclerosis Society pass through the streets of Duxbury during their bicycle tour on June 21, 2003 and to authorize the town manager’s signature as requested on the Event Notification Form that Mass. Highway Department requires.  John Tuffy seconded.  The motion passed, 3-0.

ONE DAY LIQUOR LICENSE – WILDLANDS TRUST

Kay Foster appeared before the Board to request a one-day liquor license for the Wildlands Trust covering two separate events, a Summer Solstice Soiree on June 20 from 6:30 to 9:00 pm, and their Annual Meeting and Luncheon, on June 21 from 12:00 to 2:00 pm.  Both events will take place in a tent on the grounds of  a private home at 40 Anchorage Lane.  Certificates of Liability and TIPS training certificates have been provided.  Police and Fire approval have been obtained.  Inspectional services approval has been obtained pending a caterer’s certificate.

John Tuffy moved to approve a one-day liquor license  for Friday, June 20 and Saturday, June 21, 2003, subject to receiving all necessary certificates and sign-offs.  Andre Martecchini seconded.  The motion passed, 3-0.

BLOCK PARTY – HEMLOCK WOODS NEIGHBORHOOD

Andrea Sargis asked the Board to approve a request to hold a neighborhood block party for residents of Forest Street and Hunt Farm Drive on Saturday, June 28, 2003 (rain date Sunday, June 29) from 2:00 – 8:00 pm.  Food will be provided by the neighborhood members but none will be sold.  Field-day type activities will be conducted and a visit by one of the fire trucks is anticipated.  Two neighborhood homes have been designated as bathroom facilities.  Police, Fire and Inspectional Services approval have been received.

Andre Martecchini moved to grant permission for a neighborhood block party on Saturday, June 28 with a rain date of Sunday, June 29 at 41 and 42 Forest Street from 2:00 – 8:00 pm.  John Tuffy seconded.  The motion passed, 3-0.


TOWN MANAGER BRIEF:

Don Beers has issued a press release informing the public that there are 13 plover nests this year.  Nine of these nests have had most of the eggs hatch.  Due to nesting, there will be periods of restricted beach access.

Ann Marie Stetson has accepted the position of Treasurer/collector in the town of Mattapoisett.  Her vacated position may be filled as the previously vacated position was not.  Also noteworthy in the Treasurer’s office is the fact that municipal lien certificate requests have tripled in the past year.  Generally the office handles 600 per year.  This year the office has processed approximately 1,800 certificate requests.

Elaine Boidi has accepted the position of Sealer of Weights and Measures due to Joe Shea’s retirement.  Elaine is already state-certified.  Eventually this position may be expanded to include checking the accuracy of scanning devices.

Duxbury Youth Baseball recently completed a community service day.  Some of the members participated in a beach and walking trails trash cleanup campaign, while others held a car and truck wash for the police and fire vehicles.  The Harbormaster helped coordinate the trash cleanup campaign.

We are fortunate to have both of our state representatives holding office hours at various times in Duxbury.  Both Tom O’Brien and Daniel Webster make regular visits to the Duxbury Senior Center with day and evening hours.  

MINUTES:

Andre Martecchini moved to adopt the minutes of June 3 as amended.  John Tuffy seconded.  The motion passed, 3-0

Andre Martecchini moved to adopt the Executive Session minutes of June 3 as written and to release them once litigation issues are completed.  John Tuffy seconded.  The motion passed, 3-0.

COMMITTEE APPOINTMENTS:

Betsy Sullivan moved to appoint Diane Barker to the King Caesar Advisory Committee, for the remainder of Cam Spence’s term which will expire 6/30/04.  John Tuffy seconded.  The motion passed 3-0.

Andre Martecchini moved to appoint Mary Leach and Millie Morrison to the Nuclear Advisory Committee for terms of three years each to expire 6/30/06.  John Tuffy seconded.  The motion passed 3-0.

Betsy Sullivan moved to reappoint Oliver “Woody” Woodruff, James Taylor and Patti Ryan to three-year terms to the Council on Aging to expire 6/30/06, and to appoint Bev Walters to the three-year term expiring 6/30/06 which was vacated by Anita Haffey.  Anita will be moving to the Friends of the Council on Aging.  Andre Martecchini seconded.  The motion passed 3-0.

COMMUNITY DEVELOPMENT COMMITTEE:

Andre Martecchini announced that this committee was meeting to conduct a visioning workshop on Wednesday, June 18 at 7:30 in the Duxbury Senior center.  They would be seeking public input on such issues as affordable housing and economic development.

SUMMER SCHEDULING:  The board will meet on Monday, June 30 and again on Monday, July 14.

John Tuffy moved to adjourn at 8:37.  Andre Martecchini seconded.  The motion passed, 3-0.
