BOARD OF SELECTMEN JULY 19, 2002
The meeting was called to order at 7:35 a.m. Present were Selectmen John Tuffy, Chair, Andre Martecchini, Elizabeth Sullivan and Rocco Longo, Town Manager.

There was no one present for Open Forum.
BUSINESS
Request for a One Day Liquor License – Duxbury Art Association
The Board favorably voted to approve a One-Day Liquor License to the Duxbury Art Association for their 85th Annual Midsummer Art & Craft Show Opening Reception to be held at The Ellison Center, 64 St. George Street, on Friday, July 26th, 2002 from 6:30 p.m. to 9:30 p.m.
Mr. Tuffy noted that letters of approval have been received from Mark M. DeLuca, Chief of Police, William J. Harriman, Chief of Duxbury Fire Department and Richard R. MacDonald, Director of Inspectional Services.
Committee Appointments
Board of Health - The Board favorably voted to appoint John Day as a member of the Duxbury Board of Health for a three-year term to expire 6/30/05.
Duxbury Bay Management Committee - The Board favorably voted to appoint Donald Gunster as a member of the Duxbury Bay Management Committee.
Signing of the Duxbury Beach Lease
The Board of Selectmen favorably voted to sign a lease submitted by the Duxbury Beach Reservation, Inc., which leases to the Town of Duxbury, the land in the towns of Duxbury and Plymouth called Duxbury Beach for the sum of $150,000.00 for the period July 1, 2002 through June 30, 2003.
Town Manager’s Brief
Committees
Rocco informed the Board that advertisement was placed in the local paper for committee members for the Transfer Station, Police Department and Community Preservation Committee.
Chestnut St. Update
Mr. Longo noted that Tom Daley, DPW Director met with Tracy Copp to discuss her concerns regarding the project. He plans to meet with Mike Lyons to discuss Wadsworth field. One pole has been moved and other poles are being taken out. Remaining work to be done by Verizon is still outstanding.
CDM
A draft study of the Bay Road, Snug Harbor shared septic done by CDM will be available next week. This will be placed on the 7/29/02 Board of Selectmen agenda for discussion.
Quinn Bill
Mr. Longo informed the Board that Mark DeLuca, Chief of Police is asking for the benefits associated with the Quinn Bill. In the Town of Duxbury the Quinn Bill does not pertain to Police Lieutenants and above. The Board asked Mr. Longo to get an opinion from Town Counsel regarding this issue.
Merlet Property Closing
Mr. Longo informed the Board the Merlet property closing is scheduled to take place today (July 19, 2002).
Mr. Martecchini noted the South Shore Coalition plans to meet in Norwell on July 25th. There will be a discussion on 40B by Jon Whitten and Steve Dubuque. The Affordable Housing Committee plans to meet on August 1st to discuss Lincoln Street.
The next Board of Selectmen meeting will begin at 6:45 p.m. in order for the Board to participate in the Planning Board’s meeting that directly follows.
