BOARD OF SELECTMEN MEETING APRIL 1, 2002
The meeting was called to order at 7:30 p.m. In attendance were Mr. John Tuffy, Chairman, Ms. Elizabeth Sullivan, Mr. Andre Martecchini and Mr. Rocco Longo, Town Manager.
OPEN FORUM
There was no one present for Open Forum.
CLASS II LICENSE – AUTOBUYS – BRIAN MILLER
Mr. Longo noted he is recommending the Board approve the Class II license requested by Mr. Miller with the condition there are no cars or customers at the house. He also indicated that he plans to develop a written policy going forward so that each application is handled in the same way. He recommended that when a special permit or a zoning variance is required, all permits should be obtained prior to going before the Board of Selectmen.
Mr. Miller informed the Board that he sells automobiles wholesale. They are shipped directly to the customer from Ontario, Canada. He assured the Board there would be no vehicles or customers coming to the house, and his business is strictly paperwork only.
The Board voted favorably to accept/approve the Class II license requested by Mr. Brian Miller of 42 Mullins Avenue, Duxbury, MA for the purpose of conducting business as Autobuys, subject to the application and/or the requirements of the Inspectional Services Department.

Town Manager’s Brief
Dog Licenses /Beach Permits
Mr. Longo reported that 79 dog permits for the beach were issued as of this morning. The line of people obtaining dog licenses/permits at Town Hall has been manageable.
DPW Director/Planning Director Open Positions
Approximately 20 applications have been received for each open position. Committees are in place to begin the interview process.
Request to Speak to 3rd Graders
A request was made by Ms. Dianne Hearn, 3rd grade teacher at the Alden School, to have members of the Board of Selectmen speak to her classes about their position as a Selectman. Mr. Longo is scheduled to speak on April 8th and April 9th. The request was submitted to the Board for their review.
Bay Road Septic Progress Report
All of the pumps have been installed in individual homes. The project is significantly complete. Mr. Longo will ask Peter Buttkus and Carl Hillstrom to come before the Board with a more detailed report.
Committee Resignations
The Board regretfully, but understandably accepted the resignations of Mr. Matthew J. Dacey as a member of the Recreation Activities Committee, and Mr. Peter Stames as a member of the Historical Commission. The Board thanked them both for their contribution to the Town.
Senior Center Kitchen Supervisor/Manager
Mr. Longo noted that Mr. Peter Hewey has been selected for the position of Kitchen Supervisor/Manager at the Senior Center and will begin on April 8th, subject to a physical and conditions of employment. Mr. Longo also plans to participate in the interview process for a cook.
Dehumidification System at Percy Walker Pool
Mr. Martecchini requested an update on bids received for a dehumidification system at the Percy Walker Pool. Mr. Longo will report on bids at the next Board of Selectmen meeting.
One Day Liquor License – Friends of the Duxbury Council on Aging
The Friends of the Duxbury Council on Aging is having a fund raising golf tournament at the Duxbury Yacht Club on June 3, 2002. They are requesting a one-day permit to sell alcoholic beverages from the hours of 4:00 p.m. to 10:00 p.m. at the Holy Family Church function room at 601 Tremont Street, Duxbury, MA.
Mr. Tuffy noted that letters from Mark DeLuca, Chief of Police, William Harriman, Fire Chief and Richard MacDonald, Director of Inspectional Services, indicated there was no objection to the above referenced request.
The Board voted favorably to approve the request for a one-day liquor license for the Friends of the Duxbury Council on Aging Fund Raising Golf Tournament, to be held at the Duxbury Yacht Club on June 3, 2002 between the hours of 4:00 p.m. and 10:00 at the Holy Family Church function room at 601 Tremont Street, Duxbury, MA.
