The Board of Selectmen meeting was called to order at 8:25 a.m. Present were Selectmen Andre Martecchini, Chair, Margaret Kearney, John Tuffy and Rocco Longo, Town Manager.

Vote on Annual Town Meeting Article/STM Articles
Annual Town Meeting:
Article 18
The Board voted unanimously to indefinitely postpone Article 18, Zoning By-Law change (Historical) 609.2.
Article 19
The Board voted unanimously to support Article 19, Zoning By-Law change (Historical) 609.3, as amended.
Article 20
Ms. Kearney moved to support Article 20, Historical Zoning Changes 609.4. Mr. Martecchini second. All in favor, “0”, all opposed, Ms. Kearney “nay”, Mr. Martecchini “nay”, Mr. Tuffy “nay”. The vote is 0-3.
Article 21
Ms. Kearney moved to support Article 21, Historical Zoning Changes 911.4. Mr. Martecchini second. All in favor, “0”, all opposed, Ms. Kearney “nay”, Mr. Martecchini “nay”, Mr. Tuffy “nay”. The vote is 0-3.
Special Town Meeting
Revote Article 3 – Unpaid Bills - $1,995.89
The Board voted favorably to pay the list of unpaid bills that equal $1,995.89. The revised list of unpaid bills is attached and made part of these minutes.
Article 5
The Board voted favorably to support to rescind the Town Debt in the amount of $2,072.00. The balance of authorized and unissued debt is attached and made part of these minutes.
Mr. Longo indicated that the sum of $52,500 stated in Article 6, motion 4 has been reduced by $9,000. The motion now reads “moved that the Town vote to raise and appropriate the sum of $43,500 for the purposes and in the amounts designated in the column FY 2003 Fiscal Advisory Committee (titled F.A.C.) of Article 6 of the Warrant under Recreation to be expended under the direction of the Town Manager.”
Mr. Longo informed the Board that the motion related to Article 24 has also been changed. The words “minimum Social Security Retirement exclusion from income limit and an annual increase in the” has been deleted. The motion now reads “moved that the Town vote to accept the provisions of Chapter 59, Section 5 (41D) by authorizing an annual increase in the income and asset limit for any exemption granted under the Massachusetts General Laws, chapter 59, section 5, clause 41C”.
The Annual Town Meeting was called to order by the Moderator at 9:10 a.m. recessed at 9:20 a.m. for a STM which was adjourned sine die at 9:37 a.m. and reconvened at 9:37 a.m. until a recess from 12:20 p.m. until reconvening at 1:40 p.m., until a recess was called at 5:30 p.m. The meeting reconvened at 7:35 p.m. on Monday, March 11, 2002 and adjourned sine die at 10:17 p.m., all at the T. Waldo Herrick Memorial Gymnasium, Duxbury Middle School, St.George Street, Duxbury, MA.
