The Conservation Commission held a meeting in the Mural Room, Lower Level of Town Hall on Tuesday, April 20, 2010 beginning at 7:00 p.m.  Members present included Chairman Joseph Messina, Samuel Butcher, Dianne Hearn, Barbara Kelley, and Holly Morris.  Thomas Gill and Corey Wisneski were absent.  Also present was Conservation Administrator Joe Grady.

PH, CASO, 30 BRADFORD RD., DUNE RESTORATION, SE 18-1531
The applicant David Caso explained the project which is to restore the storm-damaged coastal dune.  The dune would be planted with beach grass.  As part of the work, the applicant would also reestablish the grassed access to the beach from the end of Bradford Road.  Mr. Butcher made a motion that was seconded to issue Orders of Conditions.  The vote was 5 – in favor; 0 – opposed.  Motion passed.

PH, DUXBURY CONSTRUCTION, 29 QUAIL RUN, BARN, SE 18-1532
Representing the applicant was Freeman Boynton.  The proposed project is construction of a barn and removal of a portion of the asphalt driveway so there is no increase in impervious cover.  The proposed barn is to be constructed on sonotubes, located approximately 35 feet from the wetlands.  The Commission asked for a cross-section foundation plan and to show proposed gravel areas on the site plan.  Mr. Butcher made a motion that was seconded to continue the public hearing to May 18, 2010 at 7:05 p.m.  The vote was 5 – in favor; 0 – opposed.  Motion passed.

PM, NULAND, 43 BEECHWOOD LN., DECK
Barbara Kelley recused herself from this hearing.  Representing the applicant were Hope Nuland, Arthur Duarte and Architect Dennis Nolan.  The proposed project is to replace the existing deck in the same footprint.  Mr. Butcher asked about whether there would be storage underneath the deck and the applicant indicated the area under the deck would not be enclosed or used for storage.  Mr. Butcher made a motion that was seconded to issue a negative determination that a Notice of Intent is not required for the proposed deck project.  The vote was 4 – in favor; 0 – opposed.  Motion passed.

ADMINISTRATIVE MATTERS
The Commission reviewed a plan revision for the addition at 29 Quail Run, SE 18-1516, which doubled the size of the addition and doubled the amount of cover to be removed.  The Commission recommended that the applicant file an application to amend the Order of Conditions.

Mr. Butcher made a motion that was seconded to recommend that Corey Wisneski, Dianne Hearn and Holly Morris be reappointed to the Conservation Commission and that Ms. Morris continue as the Commission’s representative to the Community Preservation Committee.  The vote was 5 – in favor; 0 – opposed.  Motion passed.

The Commission reviewed a request from John Reed to add a gabion mattress as part of the dune restoration project SE 18-1429.  Ms. Morris asked that if the wire ever breaks off the applicant should be responsible to clean up any debris.  Mr. Butcher made a motion that was seconded to approve the use of the gabion mattress as part of the Orders of Conditions for SE 18-1429 with the understanding that the applicant must cleanup any wire debris.  The vote was 5 – in favor; 0 – opposed.

The Commission approved a request to pay for the Open Space Plan revisions from the Conservation Fund.  Mr. Butcher made a motion that was seconded to pay the invoice from Trillium Studios for the update to the Open Space Plan in the amount of $506.25 from the Conservation Fund.  The vote was 5 – in favor; 0 – opposed.  Motion passed.
