Conservation Comm. Meeting - 2009/09-01
The Conservation Commission held a meeting in the Mural Room, Lower Level of Town Hall on Tuesday, September 1, 2009 beginning at 7:00 p.m.  Members present included Chairman Joseph Messina, Samuel Butcher, Dianne Hearn, Barbara Kelley, and Corey Wisneski.  Thomas Gill and Holly Morris were absent.  Also present was the Conservation Administrator Joe Grady.

PH, DUXBURY CONSTRUCTION LLC, 29 QUAIL RUN, ADDITION
Representing the applicant was Freeman Boynton.  The proposed project is to construct an addition and deck and to remove 401 square feet of the asphalt driveway in order that there is no gain in coverage within the 100 foot buffer to the wetland resource areas.  Mr. Boynton also reported that the property owner had met with the Conservation Administrator regarding removing several dead trees within the buffer zone.  No DEP file number had been issued.  Mr. Butcher made a motion that was seconded to continue the public hearing to September 15, 2009 at 7:20 p.m.  The vote was 5 – in favor; 0 – opposed.  Motion passed.

CONT’D. PH, POST, 644 WASHINGTON ST., ADDITION, SE 18-1515
The DEP file number had been issued.  Mr. Butcher made a motion that was seconded to issue Orders of Conditions for SE 18-1515.  The vote was 5 – in favor; 0 – opposed.  Motion passed.

CONT’D. PH, MACFARLAND, 7 PINE POINT RD., SE 18-1514
Representing the applicant were Douglas and Marta MacFarland.  The applicant submitted a revised project description and site plan as requested by the Conservation Commission at the last meeting.  The Conservation Administrator confirmed the site is located on a barrier beach.  Mr. Butcher made a motion that was seconded to issue Orders of Conditions for SE 18-1514.  The vote was 5 – in favor; 0 – opposed.  Motion passed.

ADMINISTRATIVE MATTERS
The Commission reviewed a request for a Certificate of Compliance for SE 18-1181 (34 Partridge Rd.)  Mr. Butcher made a motion that was seconded to issue a certificate of Compliance for SE 18-1181.  The vote was 5 – in favor; 0 – opposed.  Motion passed.

The Commission reviewed the draft minutes of the meetings on 8/4/2009 and 8/18/2009.  Ms. Hearn made a motion that was seconded to approve the minutes of the meeting on 8/4/2009 as drafted.  The vote was 5 – in favor; 0 – opposed.  Motion passed.

Mr. Butcher made a motion that was seconded to approve the minutes of the meeting on 8/18/2009 as drafted.  The vote was 5 – in favor; 0 – opposed.  Motion passed.

The Conservation Administrator updated the Commission on the possibility of locating a community garden at the Delano Farm Field.
