Conservation Comm. Minutes - 2006/10-10
The Conservation Commission held a meeting in the Mural Room, Lower Level of Town Hall on Tuesday, October 10, 2006 beginning at 7:30 p.m.  Members present were Chairman Joseph Messina, Samuel Butcher, Thomas Gill, Dianne Hearn, Barbara Kelley, Donald Merry and Holly Morris.  Joe Grady, Conservation Administrator was also present.

CONT’D PH, HEALY, 46 LANDING RD., SE 18-1388
Representing the applicant were Grace Healey and Paul Shea from Independent Environmental.  The applicant submitted a revised plan showing the areas of impervious cover to be removed and the portion of the foundation on piles.  Mr. Butcher made a motion that was seconded to issue Orders of Conditions.  The vote was 7 – in favor; 0 – opposed.  Motion passed.

CONT’D. PH, SILVIA & SILVIA, RAILROAD AVE., MILLBROOK CROSSING, SE 18-1378
Representing the applicant were Attorney David Delaney, Ron and Floyd Silvia, and Roy Okurowski from Coastal Engineering.  Also present was Tom Sexton from Mainstream Engineering who was the town’s consultant on the project.  Mr. Delaney gave an overview of the project.  Mr. Okurowski gave a power point presentation showing existing conditions and proposed layout of the site.  Mr. Okurowski explained the existing drainage on the site and proposed stormwater mitigation.  Other items discussed included coverage within the 100-foot buffer and 200-foot riparian zone, square footage of disturbed habitat and replication, landscape plan, construction sequencing, and operation and maintenance of the stormwater system.  Mr. Grady requested the calculations for gravel vs. pavement coverage and asked the applicant to consider a design that would improve the buffer habitat.  Mr. Sexton summarized his review letter dated 10/7/06.  The Commission asked about the test pits results showing hydrocarbons.  Mr. Butcher requested a copy of the Green Seal Environmental Report and asked how the applicant would handle contaminated soil during construction.  Ms. Margery Mayo of 291 St. George St. had concerns about water running onto her property and maintenance of the stormwater drainage system.  David Lowry from 125 Standish St. submitted a report with his concerns about the project particularly with regard to groundwater flow and the proposed septic system.  M. J. Pierce from 275 Park St., owner of an abutting property voiced her opposition to the project because of the increase of size and density of the proposal and had concern about water runoff.  Doug Friesen, 153 West St. questioned the change in use and intensity and its effect on the wetlands.  Ms. Kelley made a motion that was seconded to continue the public hearing to December 5, 2006 at 7:45 p.m.  the vote was 7 – in favor; 0 – opposed.  Motion passed.

ADMINISTRATIVE MATTERS
The Commission reviewed two requests for Certificates of Compliances.  Dr. Gill made a motion that was seconded to issue a Certificate of Compliance for SE 18-1351, 26 King Caesar Rd.  The vote was 7 – in favor; 0 – opposed.  Motion passed.

Ms. Kelley made a motion that was seconded to issue a Certificate of Compliance for SE 18-1332, 243 High Street.  The vote was 7 – in favor; 0 – opposed.  Motion passed.

Meeting adjourned at 10:05 p.m.
