The Conservation Commission held a meeting in the Mural Room, Lower Level of Town Hall on Tuesday, October 24, 2006 beginning at 7:30 p.m. Members present were Chairman Joseph Messina, Samuel Butcher, Thomas Gill, Dianne Hearn, and Barbara Kelley. Donald Merry and Holly Morris were absent. Joe Grady, Conservation Administrator was also present.
PM, KNECHT, AQUACULTURE GRANT
Mr. Grady recused himself from this public meeting. The applicant, Robert Knecht explained his aquaculture grant, located 600 feet west of the high tide line along the Beach access road in Duxbury Bay. Mr. Butcher made a motion that was seconded to issue a negative determination that a Notice of Intent is not required. The vote was 5 – in favor; 0 – opposed. Motion passed.
PM, CHASE, 45 CUSHING DRIVE, LANDSCAPING
Representing the applicant was David Chase. The proposed project is to expand the backyard by cutting brush and grading. All work is greater than 50 feet from the bordering vegetated wetlands. Mr. Butcher made a motion that was seconded to issue a negative determination that a Notice of Intent is not required. The vote was 5 – in favor; 0 – opposed. Motion passed.
CONT’D. PH, HARRIS, 266 HARRISON STREET, SE 18-1376
The applicant was not present. The Commission reviewed the minutes of the last public hearing on 8/8/06. Mr. Messina noted that the purpose of the two-month continuation was to give the applicant ample time to get all the information requested by the Commission. Mr. Grady reported that he has heard nothing from the applicant. Dr. Gill made a motion that was seconded to deny the Notice of Intent for lack of information and to turn the matter over to Town Counsel to start legal proceedings to require the applicant to restore the altered wetlands. The vote was 5 – in favor; 0 – opposed. Motion passed.
ADMINISTRATIVE MATTERS
Mr. Grady reported the Open Space Committee is planning their annual cleanup of the Swanson Field off Summer Street and asked the Commission to approve the expenditure of $250 from the Conservation Fund to pay the DPW workers for their assistance with the cleanup. Dr. Gill made a motion that was seconded to approve the spending of $250 from the Conservation Fund for assistance by the DPW at the cleanup of the Swanson Field. The vote was 5 – in favor; 0 – opposed. Motion passed.
The Commission postponed action on the request for a Certificate of Compliance for SE 18-1301.
Mr. Grady reported on a potential land swap with the Water Department for land near the Birch Street Water Tank.
