The Conservation Commission held a meeting in the Mural Room, Lower Level of Town Hall on Tuesday, May 25, 2004 beginning at 7:30 p.m. Members present were Chairman Friend Weiler, Samuel Butcher, Brendan Halligan, Barbara Kelley, Joseph Messina, and Arthur Vautrain. Thomas Gill was absent. Joe Grady, Conservation Administrator was also present.
RULES & REGULATIONS
Jo Ann Muramoto from Horsley & Witten discussed in general proposed revisions to the rules & regulations for the Commission.
PH, DUXBURY CONSTRUCTION CO., 80 SEABURY POINT RD., ADDITION
Representing the applicant were Freeman Boynton from Duxbury Construction Co. and the property owner Paul Harrington. The proposed project is to construct a second-story addition supported on sonotubes. An existing impervious patio is to be removed so the coverage ratio would not increase. No DEP file number had been issued so the public hearing had to be continued. Mr. Butcher made a motion that was seconded to continue the public hearing to June 8, 2004 at 7:30 p.m. A vote (6 – 0) was taken and the motion passed.
ADMINISTRATIVE MATTERS
The Commission postponed action on the requests for Certificates of Compliances for SE 18-968 and SE 18-1214 since the Conservation Administrator had not done a site inspection.
The Commission reviewed upcoming summer activities at Duxbury Beach that included the triathlon, July 4th celebration and Duxbury Beach preservation Society party.
The Commission discussed the Special Town Meeting articles and took the following votes. Mr. Messina left the meeting at 10:00 p.m. prior to the votes.
Mr. Vautrain made a motion that was seconded to recommend to Town Meeting to spend $600,000 from the Community Preservation Act (CPA) Fund $600,000 plus associated costs to acquire the Jaycox parcel, contingent on the parcel supporting two house lots. A vote (5 – 0) was taken and the motion passed.
Mr. Halligan made a motion that was seconded to recommend to Town Meeting to expend $70,000 from the CPA Fund for reconstruction of the Island Creek fish ladder. A vote (5 – 0) was taken and the motion passed.
Mr. Butcher made a motion that was seconded to support the Town Meeting article for the purchase by the Town of a conservation/agricultural restriction on the O’Neil Farm for $1,500,000. A vote (5 – 0) was taken and the motion passed.
The Commission reviewed expenditures from the Conservation Fund. Mr. Butcher made a motion that was seconded to expend from the Conservation Fund $187.50 for dog signs and $351.73 for outstanding taxes related to the Brick Realty Trust land acquisition. A vote (5 – 0) was taken and the motion passed.
