The Conservation Commission held a meeting in the Mural Room, Lower Level of Town Hall on Tuesday, October 26, 2004 beginning at 7:30 p.m. Members present were Chairman Samuel Butcher, Thomas Gill, Barbara Kelley, Donald Merry, and Holly Morris. Joe Grady, Conservation Administrator was also present. Dianne Hearn and Joseph Messina were absent.
PM, CROSSROADS FOR KIDS, 742 KEENE ST., BOAT SHED
Representing the applicant was Brad Graham. The proposed project is to replace the existing boatshed on the same footprint in the buffer to the pond. Mr. Merry made a motion that was seconded to issue a negative determination that a Notice of Intent is not required. The vote was 5 – in favor; 0 – opposed. Motion passed.
PH, JAMES, 56 LAKE SHORE DRIVE, ADDITION, SE 18-1285
Representing the applicant were the builders, Fred and Robert Arrowsmith. The proposed project is an addition located 95 feet from the pond. The limit of work line was located approximately 65 feet from the pond. The project conforms to the regulations. Ms. Kelley made a motion that was seconded to issue Orders of Conditions. The vote was 5 – in favor; 0 – opposed. Motion passed.
PM, DUXBURY BAY CRANBERRY REALTY TRUST, CONGRESS ST., DELINEATION
Mr. Merry recused himself from this public meeting. Representing the applicant were Al Vautrinot from Vautrinot Land Surveying Co. and the property owners, Doanne and John Andresen. Mr. Vautrinot explained the plan which was a delineation of two areas on the parcel. A note on the plan was added to indicate that not all wetlands on the property have been delineated and that approval of the wetlands line was for only flags # bvw 1-1 thru 1-18; bvw 2-1 thru 2-10; and bvw 3-1 thru 3-27R, as shown on sheet 2 of the site plan. Dr. Gill made a motion that was seconded to issue a positive determination that the wetlands delineation as defined on sheet 2 of the site plan is accurate and that any removing, filling, dredging or altering of the area requires filing a Notice of Intent. The vote was 4 – in favor; 0 – opposed. Motion passed.
ADMINISTRATIVE MATTERS
The Commission reviewed a request for a Partial Certificate of Compliance for SE 18-1067, 435 Bay Road. Mr. Grady reported that the applicant has to wait at least two growing seasons before a full Certificate of Compliance may be issued. Dr. Gill made a motion that was seconded to issue a Partial Certificate of Compliance for SE 18-1067. The vote was 5 – in favor; 0 – opposed. Motion passed.
The Commission reviewed expenditures from the Conservation Fund. Ms. Kelley made a motion that was seconded to expend a total of $727.25 from the Conservation Fund, for a replacement windshield ($241.05) and for legal services ($ 486.20). The vote was 5 – in favor; 0 – opposed. Motion passed.
The Commission postponed action on the meeting minutes.
The Commission reviewed the proposed FY 2006 budget.
