The Conservation Commission held a meeting in the Mural Room, Lower Level of Town Hall on Tuesday, December 21, 2004 beginning at 7:30 p.m. Members present were Chairman Samuel Butcher, Dianne Hearn, Barbara Kelley, Joseph Messina, and Holly Morris. Joe Grady, Conservation Administrator was also present. Thomas Gill and Donald Merry were absent.
CONT’D PH, TERAVAINEN, 279 HIGH ST., SE 18-1289
Representing the applicant is Stephen Kotowski of Webby Engineering Co. The Commission’s consultant, Lenore White from Nover-Armstrong Associates, Inc. was also present for the discussion. Mr. Kotowski submitted a revised plan. Ms. White reported on her review of the plan and indicated that the wetland areas were more extensive than what was shown on the plan. Mr. Grady also asked that a note be added to the plan that indicates not all the wetlands on the entire property were delineated; that only the wetlands in the vicinity of the proposed subdivision were delineated. Mr. Messina asked about a citizen’s inquiry regarding dumping on the site. Mr. Grady reported the inquiry was forwarded to the Health Agent and Zoning Enforcement Officer. Ms. Kelley made a motion that was seconded to
continue the public hearing to January 11, 2005 at 8:35 p.m. The vote was 5 – in favor; 0 – opposed. Motion passed.
PH, COCHRANE, 61 SUMMER ST., ADDITION, SE 18-1289
The applicant, Scott Cochrane explained the project which was construction of an addition in the buffer to a pond. The project conforms to the regulations. Ms. Kelley made a motion that was seconded to issue Orders of Conditions. The vote was 5 – in favor; 0 – opposed. Motion passed.
CONT’D. PH, DINGLEY DELL ESTATES, DINGLEY DELL LN., SE 18-1287
Representing the applicant were Roman Striebel and Mark Flaherty. The Commission reviewed the revisions to the plan. Ms. Kelley made a motion that was seconded to issue Orders of Conditions with the inclusion that the applicant minimizes the cutting of large trees for the water quality pond. The vote was 5 – in favor; 0 – opposed. Motion passed.
CONT’D. PH, SNUG HARBOR BOATWORKS, 30 RAILROAD AVE., SE 18-1288
Representing the applicant were Paul Brogna of Seacoast Engineering Co. and Jeff Gray from Snug Harbor Boatworks. Mr. Brogna explained the revisions to the site plan. Mr. Grady questioned the elevations of the test pits and groundwater as shown on the plan. Ms. Hearn voiced concern about contaminants from boat maintenance activities leaching into the wetlands. The applicant agreed to provide the Commission with the necessary regulations for operation and maintenance of the boat works. Mr. Messina made a motion that was seconded to continue the public hearing to January 11, 2005 at 8:45 p.m. The vote was 5 – in favor; 0 – opposed. Motion passed.
ADMINISTRATIVE MATTERS
The Commission reviewed the conservation restriction for the O’Neil Farm.
The Commission reviewed a request for a Certificate of Compliances for SE 18-889. Dr. Gill made a motion that was seconded to issue the Certificate of Compliances for SE 18-889. The vote was 5 – in favor; 0 – opposed. Motion passed.
Mr. Grady reported the Baywide Management Committee is scheduled to meet with the Commission on March 1, 2005 to discuss their proposed Town Meeting articles.
Mr. Grady reported on an issue regarding illegal dumping of logs on the conservation property off Lake Shore Drive.
