The Conservation Commission held a meeting in the Basement Mural Room of Town Hall on Tuesday, October 28, 2003 beginning at 7:30 p.m. Members present were Chairman Friend Weiler, Samuel Butcher, Thomas Gill, Brendan Halligan, Anne Hill, Joseph Messina, and Arthur Vautrain.

Representing the applicant were members of the technical committee of the DBR, Inc. Members included Al Vautrinot, Shawn Dahlen, Margaret Kearney, Kay Foster, Lester Smith, James O'Connell, Daniel Baker, Donald Beers Harbormaster and Brad Blodgett. Also present for the public hearing was the Conservation Commission's consultant Leslie Fields of The Woods Hole Group.
The Chairman began the meeting with a brief summary of items to be covered tonight: monitoring program, standard operating procedures (SOP), revised Orders of Conditions and Duxbury Beach Management Plan, and record list.
Brad Blodgett spoke on the success of the endangered species program at Duxbury Beach and the monitoring program that was implemented this year. Mr. Blodgett presented and summarized his letter dated 10/26/03 regarding the piping plover management at Duxbury Beach. He also submitted a report entitled "Annual Statewide Summaries of Census Data for The Piping Plover". Mr. Blodgett also spoke to the improvements in the monitoring program for this year and recommended ways to strengthen the program such as increased visibility of monitors, outreach to the public and signage. Mr. Beers also spoke on the success of the monitoring program and attributed part of that success to having a full-time endangered species officer.
The Commission discussed standard operating procedures. Mr. Butcher explained what he would like in the SOP. Mr. Butcher will work directly with Mr. Vautrinot to finalize the SOP.
As part of the record, Mr. Vautrinot submitted a letter from Peter Rosen dated 8/4/00 regarding vehicle impacts on Duxbury Beach.
The Commission continued its review of the latest draft Orders of Conditions.
The Commission was asked to review the draft record list and make any revisions for the next meeting.
The Commission agreed to review the revised Duxbury Beach Management Plan and forward any comments to Mr. Vautrinot.
Mr. Butcher made a motion that was seconded to continue this public hearing to November 18, 2003 at 8:30 p.m.
ADMINISTRATIVE MATTERS
Mr. Butcher made a motion that was seconded to spend from the Conservation Fund $105.40 on back taxes for the Belle parcel. A vote (7 - 0) was taken and the motion passed.
Mr. Butcher made a motion that was seconded to appropriate $5,000 from the Conservation Fund toward the Island Creek fish ladder restoration project. A vote (7-0) was taken and the motion passed.
