Community Preservation Committee Meeting
Thursday, February 13, 2008

This meeting was the annual public informational hearing as required under M.G.L. Chapter 44B, section 5.

The Community Preservation Committee (CPC) held a meeting in the Mural Room, Lower Level of the Town Hall on Tuesday, February 13, 2008 beginning at 7:30 p.m.  Members present included Chairman Holly Morris, Lynne Devnew, Tony Kelso, Brendan Keohan, Pat Loring, and Sarianna Seewald.  John Bear was absent.

A sign-in sheet was passed around the audience and approximately 20 people were in attendance.

The meeting began with the Chairman introducing each of the CPC members and reporting on project activities over the past year.  

The Chairman explained each of the proposed town meeting articles and then the audience was given an opportunity to ask questions and make comments.  Articles discussed were
  • Article 17 – Administrative Operating Budget
  • Article 18 - 10% Allocation for the purposes of Open Space, Community Housing & Historic Preservation
  • Article 19 – Rescind Unused Funds
  • Article 20 – Land Exchange
  • Article 21- Tarkiln Community Center Reconstruction Project
  • Article 22 - Land Acquisition – Berrybrook
  • Article 23 - Land Acquisition – Camp Wing
  • Article 24 - Land Acquisitions – Grange
  • Article 26 – Homeowner Assistance Program
The Historical Commission gave a PowerPoint presentation regarding the Tarkiln Community Center reconstruction project.  Members present from the Historical Commission included Barbara Kiley, Norman Tucker, Jim Nihan, Lynne Devnew and Terry Vose.  Also present was Deborah Durland from Durland Van Voorhis, the architect preparing the construction plans and specifications for the project.  Questions raised include use of the building and rental rates; operating budget; security system; and the estimated cost of construction.

Ms. Loring gave a presentation on Article 23 – Land Acquisition of the Camp Wing property and reviewed the values of the property.

Ms. Morris explained Article 22 – Land Acquisition – Berrybrook.

Ms. Bartlett, Chairman of the Local Housing Partnership (LHP) explained Article 26 – Homeowner Assistance Program.  Other members from LHP present for the discussion included Bruce Bygate, Brendan Keohan and Jack Griffin.

Mr. Keohan explained Article 23 – Land Acquisition – Grange

Ms. Morris reviewed the CPA Fund finances and the balances in each account.
