Community Preservation Committee Meeting
Thursday, May 24, 2007

The Community Preservation Committee (CPC) held a meeting in the Mural Room, Lower Level of the Town Hall on Thursday, May 24, 2007 beginning at 8:00 a.m.  Members present included Chairman Holly Morris, Nancy Bennett, Tony Kelso, Brendan Keohan, Pat Loring, and George Wadsworth.  Sarianna Seewald was absent. Also present was Joe Grady, Conservation Administrator and Frank Mangione from Fiscal Advisory Committee.

PUBLIC FORUM
No subject was brought forth.

LOCAL HOUSING PARTNERSHIP
Present for the discussion were Diane Bartlett, Chairman of the Local Housing Partnership (LHP) and Christine Stickney, Planning Director.  Ms. Bartlett reported the Housing Planned Production Plan has been approved by the Board of Selectmen and will be sent to MA Department of Housing & Community Development (DHCD).  Ms. Morris commented that it may be beneficial for the CPC to review the strategies identified in the plan.  Ms. Bartlett also updated the CPC on several proposed projects that LHP are working on.  

PROJECT CRITERIA
The CPC reviewed the latest drafts for open space criteria and historical preservation criteria.  Ms. Loring will incorporate the suggestions into revised drafts.   Ms. Bennett commented it may be helpful if the Historical Commission review the criteria for historic preservation.  Ms. Loring noted that for future discussion the CPC should decide if project criteria should be a point system or just a checklist.

OPEN SPACE 5-YEAR ACTION PLAN
The CPC discussed goals for the CPC for the action plan.  Goals included better coordination with other town committees, public outreach and education; signage; project criteria.  

PROJECTS UPDATE
Delano Housing - Mr. Keohan reported that the Housing Authority should be receiving bids for both the 689 project and the renovation of the existing dwelling shortly.

Wright Building – Mr. Grady reported the two leases have been signed and the contractor is working on the final punch list.

Tarkiln Community Center - Mr. Grady reported on the status of the request for proposal for preparation of construction and bid documents.

OTHER BUSINESS
Ms. Morris reported she has not heard from the High School Art Department regarding designing a CPC logo.  It was suggested that a notice be placed in the Duxbury Clipper for interested artists.

CPC MEETING SCHEDULE
The CPC discussed the meeting schedule for the summer and scheduled meetings for 7/12/2007, 8/2/2007, 8/23/2007 and begin the every other week schedule in September.


ADMINISTRATIVE MATTERS
Mr. Kelso left the meeting prior to review of the meeting minutes.

The CPC reviewed the draft minutes of the meeting on 5/10/2007.  Mr. Keohan made a motion that was seconded by Mr. Wadsworth.
        Motion:  to approve the minutes of the meeting on 5/10/2007, as written.
        Vote:  4 – in favor; 0 – opposed; 1 abstention (Loring).  Motion passed.

The CPC signed an invoice from Town Counsel.
