Community Preservation Committee Meeting

The Community Preservation Committee (CPC) held a meeting in the Mural Room, Lower Level of the Town Hall on Thursday, March 30, 2006 beginning at 8:00 a.m. Members present included, Nancy Bennett, Tony Kelso, Brendan Keohan, Pat Loring, and George Wadsworth. Holly Morris and Sarianna Seewald were absent. Mr. Wadsworth was Acting Chairman. Also present were Joe Grady, Conservation Administrator and Frank Mangione from Fiscal Advisory Committee.

EXECUTIVE SESSION – POTENTIAL LAND ACQUISTIONS
At 8:05 a.m. Mr. Keohan made a motion that was seconded by Ms. Bennett to go into executive session.
Motion: to go into executive session to consider the taking, purchase, exchange, lease or value of real property which, if discussed outside of this session could have a detrimental effect on the negotiating position of the governing body.
Vote: A roll call vote was taken: 4 – in favor; 0 – opposed. Motion passed.
The Planning Director, Christine Stickney and Diane Bartlett from the Local Housing Partnership were present for the executive session.
At 8:25 a.m. Mr. Keohan made a motion that was seconded by Ms. Bennett to reconvene into open session.
Motion: to reconvene into open session.
Vote: A roll call vote was taken: 4 – in favor; 0 – opposed. Motion passed.
Mr. Kelso arrived after the Executive Session.
PROJECTS UPDATE
Delano Water Department Land Transfer – Mr. Wadsworth reported the subdivision plan has been approved and signed by the Planning Board.
Delano Housing Projects – Mr. Keohan gave a progress report on the two Housing Authority projects.
Fish Ladder – Mr. Grady gave a status report. A new contract has been signed with the consultant Robert Fultz who will continue to oversee the project. The current biggest obstacle is lack of fish stock.
Wright Building – Negotiations for the tenants’ leases have begun with the Board of Selectmen. Construction is on schedule.
OTHER BUSINESS
The CPC reflected on success of Annual Town Meeting. Ms. Loring commented on the need for more public education regarding the Community Preservation Act and what the CPC does.
Mr. Grady reported that Town Counsel had raised a question about income generated from projects and lands purchased using CPA funds and whether it goes back to the CPA Fund or General Fund of the Town. Ms. Morris will contact Department of Revenue.
ADMINISTRATIVE MATTERS
The CPC signed a bill from Town Counsel. The CPC signed the Certificate of Vote for the Mackenzie land gift off Temple St.
