Community Preservation Committee Meeting
Thursday, April 13, 2006

The Community Preservation Committee (CPC) held a meeting in the Mural Room, Lower Level of the Town Hall on Thursday, April 13, 2006 beginning at 8:00 a.m.  Members present included Chairman Holly Morris, Nancy Bennett, Tony Kelso, Pat Loring, and George Wadsworth.  Brendan Keohan and Sarianna Seewald were absent.  Also present were Joe Grady, Conservation Administrator and Frank Mangione from Fiscal Advisory Committee.

PUBLIC FORUM
No subject was brought forth.

DISCUSSION WITH ED MCGLINCHEY
Mr. McGlinchey, past Chairman of the CPC discussed his views and concerns about projects being funded by the CPC.  Several items discussed were the perception that the CPC was getting away from the reasons why voters supported the Community Preservation Act, that the CPC should be selective on how CPA funds are being used, and the need to educate the public more about the Community Preservation Act and the role of the CPC.  It was suggested that a public opinion survey may be beneficial.

Ms. Bennett and Mr. Grady left the meeting at 8:55 a.m. to attend the Wright Building construction meeting.

OPEN SPACE PLAN
Ms. Loring reported that the Open Space Plan needs to be updated in 2007 and that it is an overwhelming task to be completed by a volunteer committee.  Ms. Loring asked the CPC to consider using part of the administrative budget to fund a consultant.  Part of the Open Space Plan would also include a public opinion survey.  It was recommended that the CPC invite the Chairman of the Open Space Committee Paula Harris, the Planning Director Christine Stickney, and Conservation Administrator Joe Grady to a meeting to further discuss the issue.

OTHER BUSINESS
Mr. Wadsworth reported that the Duxbury Rural & Historical Society (DRHS) is considering selling the Drew House.  This news generated a discussion of non-profit organizations divesting their landholdings to fund other projects and a suggestion for conservation restrictions on properties as a means to generate cash funds.  Mr. Wadsworth suggested the CPC meet with representatives of the DRHS.  

ADMINISTRATIVE MATTERS
The CPC signed two bills for legal services from Town Counsel.

The CPC reviewed the minutes of the meeting on 2/16/2006.  Ms. Loring suggested adding wording to reflect that this meeting was the CPC’s annual public information hearing as required under Chapter 40B, section 5.  Ms. Loring made a motion that was seconded by Mr. Kelso.
        Motion:  to approve the minutes of the meeting on 2/16/2006 as amended.
        Vote:  4 – in favor; 0 – opposed.  Motion passed.

Meeting adjourned at 9:35 a.m.
