Community Preservation Committee Meeting

The Community Preservation Committee (CPC) held a meeting in the Mural Room, Lower Level of the Town Hall on Thursday, May 11, 2006 beginning at 8:00 a.m. Members present included Chairman Holly Morris, Tony Kelso, Brendan Keohan, Pat Loring, Sarianna Seewald, and George Wadsworth. Nancy Bennett was absent. Also present were Joe Grady, Conservation Administrator and Frank Mangione from Fiscal Advisory Committee.

EXECUTIVE SESSION – POTENTIAL LAND ACQUISTIONS
At 8:10 a.m. Mr. Kelso made a motion that was seconded by Ms. Loring to go into executive session.
Motion: to go into executive session to consider the taking, purchase, exchange, lease or value of real property which, if discussed outside of this session could have a detrimental effect on the negotiating position of the governing body.
Vote: A roll call vote was taken: 4 – in favor; 0 – opposed. Motion passed. Mr. Keohan and Ms. Seewald arrived during the executive session.
The Planning Director, Christine Stickney and Diane Bartlett from the Local Housing Partnership were present for the executive session.
At 8:35 a.m. Mr. Kelso made a motion that was seconded by Ms. Loring to reconvene into open session.
Motion: to reconvene into open session.
Vote: A roll call vote was taken: 6 – in favor; 0 – opposed. Motion passed.
PROJECTS UPDATE
Housing Consultant – Ms. Stickney reported that she is working on a request for proposal and scope of services with the Planning Board and the Local Housing Partnership. Ms. Morris asked that a representative from the CPC be involved with the interview process.
Fish Ladder – Mr. Grady reported the contractor is reviewing the site today and that work is scheduled to begin after June 15.
Wright Building – There is a meeting scheduled with Town Counsel regarding the change orders.
Delano Land Transfer to Water Department- Mr. Wadsworth reported the subdivision plan has been signed by the Planning Board and Town Counsel is working on the deed.
Alden House - Ms. Morris reported that Mr. Ringquist has received bids for the window replacement project.
Housing Restrictions – Mr. Wadsworth asked the Chairman to follow up with Town Counsel on the status of the housing restrictions for the Delano and Congress Street projects.
Delano Housing – Mr. Keohan reported that the parking area for the group home has been reconfigured as a result of concerns from the neighbors.
Jaycox Conservation Restriction - The CPC signed the document. Mr. Kelso asked about a sign for the property.
OTHER BUSINESS
The CPC discussed conservation restrictions and properties owned by non-profits.
ADMINISTRATIVE MATTERS
The CPC signed expense bills.
The CPC reviewed draft minutes for the meetings on 3/2/06, 3/30/06, 4/6/06, and 4/13/06.
Ms. Loring made a motion that was seconded by Mr. Kelso.
Motion: to approve the minutes of the meeting on 3/2/06 as written.
Vote: 6 – in favor; 0 – opposed. Motion passed.
Ms. Loring made a motion that was seconded by Mr. Wadsworth.
Motion: to approve the minutes of the meeting on 3/30/06 as written.
Vote: 4 – in favor; 0 – opposed; 2 – abstentions (Morris, Seewald). Motion passed.
Ms. Seewald made a motion that was seconded by Mr. Kelso.
Motion: to approve the minutes of the meeting on 4/6/06 as written.
Vote: 5 – in favor; 0 – opposed; 1 – abstention (Keohan). Motion passed.
Ms. Loring made a motion that was seconded by Mr. Wadworth.
Motion: to approve the minutes of the meeting on 4/13/06 as written.
Vote: 4 – in favor; 0 – opposed; 2 – abstentions (Keohan, Seewald). Motion passed.
Mr. Kelso made a motion that was seconded by Mr. Wadsworth.
Motion: to approve the minutes of the meeting on 4/27/06 as written.
Vote: 5 – in favor; 0 – opposed; 1 - abstention. Motion passed.
