Community Preservation Committee Meeting
Thursday, February 2, 2006

The Community Preservation Committee (CPC) held a meeting in the Mural Room, Lower Level of the Town Hall on Thursday, February 2, 2006 beginning at 8:00 a.m.  Members present included Chairman Holly Morris, Nancy Bennett, Tony Kelso, Sarianna Seewald, and George Wadsworth.  Brendan Keohan and Pat Loring were absent. Also present were Joe Grady, Conservation Administrator and Frank Mangione from Fiscal Advisory Committee.

EXECUTIVE SESSION – POTENTIAL LAND ACQUISTIONS
At 8:05 a.m. Ms. Seewald made a motion that was seconded by Mr. Wadsworth to go into executive session.
Motion:  to go into executive session to consider the taking, purchase, exchange, lease or value of real property which, if discussed outside of this session could have a detrimental effect on the negotiating position of the governing body.  
Vote:  A roll call vote was taken:  5 – in favor; 0 – opposed.  Motion passed.

At 8:36 a.m. Ms. Seewald made a motion that was seconded by Mr. Wadsworth to reconvene into open session.
        Motion:  to reconvene into open session.
        Vote:  A roll call vote was taken: 5 – in favor; 0 – opposed.  Motion passed.

PUBLIC FORUM
No subject was brought forth.

TOWN MEEETING WARRANT ARTICLES
Ms. Morris reviewed with the CPC revenue projections for the CPA Fund.  The CPC discussed projects expenditures.

PROJECTS UPDATE
Island Creek Fish Ladder – Mr. Grady reported the Town has received $50,050.00 in grants and bid documents are being advertised this week.

Delano Land Transfer – Mr. Wadsworth reported that the Planning Board reviewed the subdivision plan at their meeting last week and continued the public hearing because there were questions regarding a driveway easement for the abutting property.

Housing Restrictions – Mr. Grady reported he has spoken with Town Counsel and Mr. Troy noted the ground lease with Habitat for Humanities met the CPA requirement for a restriction for the Congress Street property.  Town Counsel will check into the housing restriction for the Delano property.

ADMINISTRATIVE MATTERS
The CPC reviewed the minutes of the meeting on 1/5/06.  Ms. Morris noted a typographical error to change Ms. to Mr. Keohan.  Mr. Kelso made a motion that was seconded by Ms. Bennett.
        Motion:  to accept the minutes of the meeting on 1/5/06 as amended to correct the typographical error.
        Vote:  4 – in favor; 0 – opposed; 1- abstention (Seewald).  Motion passed.
