Community Preservation Committee Meeting

The Community Preservation Committee (CPC) held a meeting in the Mural Room, Lower Level of the Town Hall on Thursday, January 6, 2005 beginning at 8:00 a.m. Members present included Chairman Holly Morris, Nancy Bennett, Tony Kelso, Brendan Keohan, Pat Loring, Sarianna Seewald and George Wadsworth. The Conservation Administrator, Joe Grady was also present.
OPEN FORUM
Mr. Wadsworth provided information regarding a stormwater model bylaw workshop on 1/25/05.
LOCAL HOUSING PARTNERSHIP COMMITTEE
Members from the local Housing Partnership Committee included Chairman Bill Campbell, Diane Bartlett, Bud Childs, Barbara Kelley, and Planning Director Christine Stickney. The purpose of the meeting was for the two committees to get acquainted and to start communications. Mr. Campbell reported on the activities of the Partnership and Ms. Morris explained the role of the CPC. Discussion included ways to promote affordable housing in the town.
PROJECTS UPDATE
Jaycox Tree Farm – The CPC reviewed the proposed stewardship costs submitted by the Wildlands Trust to enforce the conservation restriction for this parcel. Mr. Wadsworth made a motion that was seconded by Ms. Loring.
Motion: to accept the offer of $5,011 for the stewardship fees for the Jaycox parcel.
Vote: 6 - in favor; 0 - opposed; 1 - abstention (Keohan). Motion passed.
The CPC also discussed management of the tree farm and potential costs associated with property bounds, conservation restriction, and stewardship that may require a funding request on the Special Town Meeting warrant.
Library Leak Funding Request – Ms. Loring reported that she had reviewed the Community Preservation Act (CPA) and her opinion is that the proposed work falls under maintenance and would not qualify for CPA funding.
Tarkiln Building – Work is being done on the request for proposal.
Wright Building – Mr. Grady reported that the local Municipal Commission on Disabilities is not in favor of a wheelchair lift for the back section of the building. The CPC also discussed having someone review invoices during construction to make sure expenses are being appropriately charged to the correct funding source.
Fish Ladder – Mr. Grady updated the CPC on the project.
Keene Street Field – It was reported drainage work is almost completed.
Town Green Enhancement Project – Ms. Loring reported she spoke with the Chairman, Phylis Erickson and suggested the Committee schedule a time to meet with the CPC.
Delano Housing – Mr. Keohan updated the CPC on the project.
OTHER BUSINESS
Reebok is sponsoring a land summit on February 3, 2005 at its corporate office in Canton. Mr. Wadsworth volunteered to attend the meeting.
ADMINISTRATIVE MATTERS
The CPC signed a bill for legal expenses.
