Community Preservation Committee Meeting

The Community Preservation Committee (CPC) held a meeting in the Mural Room, Lower Level of the Town Hall on Thursday, September 15, 2005 beginning at 8:00 a.m. Members present included Chairman Holly Morris, Nancy Bennett, Tony Kelso, Brendan Keohan, Pat Loring, Sarianna Seewald, and George Wadsworth. Also present were Joe Grady, Conservation Administrator and Frank Mangione from Fiscal Advisory Committee.
PUBLIC FORUM
Diane Bartlett from 200 Franklin Street asked how to go about getting the Town to look at the old Art Association building off Franklin Street that has become an eyesore. Ms. Morris directed her to speak with the DPW Director.
FINANCES
The CPC reviewed the CPA Fund 28 finances with the Town Accountant, Sheryl Strother
ALDEN KINDRED – ALDEN HOUSE
Representing the Alden Kindred were Alden Ringquist and James Baker. Mr. Ringquist reviewed with the CPC the funding request application to restore the windows in the Alden House. The CPC noted that funding projects required a historical restriction be placed on the property. The CPC would provide a copy of the restriction signed by the Duxbury Rural & Historical Society for the work at the King Caesar House as a sample restriction that Mr. Ringquist could show to the executive board of the Kindred.
LOCAL HOUSING PARTNERSHIP COMMITTEE PROPOSAL
The Planning Director, Christine Stickney explained a potential funding request that will be brought forward by the Local Housing Partnership Committee (LHPC). The request is to fund a housing coordinator position for the Town. Also present for the discussion was Diane Bartlett from LHPC. Ms. Stickney is researching other towns that have funded similar positions and will submit the formal funding request before October 15.
TARKILN COMMUNITY CENTER
Ms. Morris reported that the Recreation Director was not interested in moving his department to Tarkiln so the architect will not include office space in their restoration plan. Ms. Morris reported she spoke with the Chairman of the Historical Commission and the Tarkiln Building would be discussed at the next Historical Commission meeting on 9/21/05. Mr. Wadsworth volunteered to attend the meeting.
PROJECTS UPDATE
Delano Housing – Mr. Keohan reported both projects are moving forward.
Jaycox Property - Ms. Loring has submitted the draft conservation restriction to the State for approval. The Open Space Committee volunteered to help the two weekends of the Christmas Tree sale.
Swanson Conservation Restriction – Ms. Loring reported that the State has had over 90 days to review the restriction and she will follow up with a telephone call to find out status.
EXECUTIVE SESSION – POTENTIAL LAND ACQUISTIONS
At 9:25 a.m. Mr. Wadsworth made a motion that was seconded by Ms. Loring to go into executive session.
Motion: to go into executive session to consider the taking, purchase, exchange, lease or value of real property which, if discussed outside of this session could have a detrimental effect on the negotiating position of the governing body.
Vote: A roll call vote was taken: 7 – in favor; 0 – opposed. Motion passed.
At 9:45 a.m. Ms. Loring made a motion that was seconded by Mr. Wadsworth to reconvene into open session.
