Community Preservation Committee Meeting

The Community Preservation Committee (CPC) held a meeting in the Mural Room, Lower Level of the Town Hall on Thursday, December 16, 2004 beginning at 8:00 a.m. Members present included Chairman Holly Morris, Nancy Bennett, Tony Kelso, Pat Loring, Sarianna Seewald and George Wadsworth. Brendan Keohan was absent. The Conservation Administrator, Joe Grady and Frank Mangione from the Fiscal Advisory Committee were also present.

DAVID MURPHY – DUXBURY FREE LIBRARY
Mr. Murphy submitted a funding request for phase 1 of a project to restore the brick on the north wall of the library in order to correct a leaking problem. The funding request is to cover the cost of a survey to determine the extent of the work needed. CPC questioned whether this work would qualify under the Community Preservation Act, but would review the CPA before voting on the project. The CPC recommended that Mr. Murphy also check with the Library Trustees and the capital budget for funding.
PROJECTS UPDATE
Wright Building - Ms. Morris reported the Board of Selectmen has decided on the uses for the Wright Building. Mr. Grady reported the architect needs to forward a draft contract to the Town Manager to begin the next phase of the project. It was noted that parameters for funding sources need to be specified and that the architect needs to break out costs that are funded by the CPA vs. other costs.
Tarkiln Building – Ms. Morris is still working on RFP.
Delano Wellsite – It was reported that Town Counsel and representatives from the Water Department would be meeting with the CPC on 1/20/05.
Fish Ladder – Mr. Grady reported he met with Mass. Highway to discuss redoing road drainage near the fish ladder.
Jaycox Tree Farm – The CPC discussed possibilities for managing the tree farm operation.
Town Green Enhancement Project – CPC reviewed cost estimates from Peter Buttkus. It was recommended that the Town Green Committee be invited to another CPC meeting. It was also recommended that a vote on the proposal be postponed until after the CPC’s annual public forum where proposed warrant articles are reviewed.
OTHER BUSINESS
The new Housing Partnership will be coming to the CPC meeting on 1/6/05.
ADMINISTRATIVE MATTERS
The CPC reviewed draft minutes of the meetings on 12/02/04. Ms. Loring made two amendments, a typographical error and to note that Mr. Mangione, representative of the Fiscal Advisory Committee attended the meeting. Mr. Wadsworth made a motion that was seconded by Ms. Loring.
Motion: to approve the minutes of the meeting on 11/18/04, as amended.
Vote: 6 – in favor; 0 – opposed. Motion passed.
