Community Preservation Committee Meeting
Thursday, May 13, 2004

The Community Preservation Committee (CPC) held a meeting in the Mural Room, Lower Level of the Town Hall on Thursday, May 13, 2004 beginning at 8:00 a.m.  Members present included Chairman Holly Morris, Jody Hall, Brendan Keohan, Tony Kelso, Arthur Vautrain, and George Wadsworth. Pat Loring was absent. Joe Grady, Conservation Administrator was also present.

CASH FLOW PROJECTIONS AND CASH BALANCES IN CPA ACCOUNT
The CPC reviewed the cash flow projections and cash balances of the CPA account with the Town Accountant, Sheryl Strother.

KEENE STREET FIELD
Peter Buttkus, Manager of Buildings and Grounds, explained the project and reason for the funding request.  Mr. Vautrain noted that there are not enough athletic fields in Town and that it is important to complete the project.  The CPC delayed a vote on the proposal until after Board of Selectmen meeting.

TARKILN BUILDING
Members from the Friends of Tarkiln, Mary Wibur and Gail Forest reported on the users of the Tarkiln Building.  Debbie Jewell of 58 King Caesar Rd. commented that the CPC should get a commitment from the Board of Selectmen and the Town Manager as to the use of the building before going forward with the study.  Ms. Morris encouraged the users of the building to meet with the Board of Selectmen.

JAYCOX PROPERTY
Mr. Grady reported he had received the appraisal of the property and a plan from Nancy Reed yesterday, but has not had a chance to review.  Perc tests need to be done.  Mr. Grady commented on the values of this last undeveloped parcel along West Brook and that it is in the aquifer protection zone.

UPDATE ON KING CAESAR PROPERTY
Mr. Patrick Browne, Executive Director of the Duxbury Rural & Historical Society presented photographs and reported on the progress of the project.  Work on the wharf is still outstanding.

WRIGHT BUILDING
Ms. Morris reported on the architect's presentation at the Board of Selectmen's meeting.  The CPC reviewed potential uses of the building with user group representatives, but noted it was up to the Board of Selectmen to designate the uses.



HERRING RUN FISH LADDER
The CPC reviewed a letter from Robert Fultz, regarding water quality issues.  His letter noted that water quality was not an issue.  Mr. Wadsworth would still like a commitment from the State regarding drainage and resurfacing of Route 3A.

OTHER BUSINESS
The CPC agreed to meet every week until the Special Town Meeting.

Ms. Morris reported she is still trying to contact Department of Environmental Protection to determine who would hold the conservation restriction on the Water Department portion of the Delano parcel.

ADMINISTRATIVE MATTERS
The Committee reviewed and signed a bill for legal services from Town Counsel.
