Community Preservation Committee Meeting

The Community Preservation Committee (CPC) held a meeting in the Mural Room, Lower Level of the Town Hall beginning at 8:00 a.m. Members present included Chairman Holly Morris, Diane Bartlett, Jody Hall, Tony Kelso, Pat Loring and Arthur Vautrain. George Wadsworth was absent.
PUBLIC FORUM
No subject was brought forth.
GIS PROPOSAL
Christine Stickney, Planning Director explained that she, the Deputy Assessor, Director of Public Works, and the Information Systems Administrator are working with Applied Geographics of Boston to get Geographic Information System (GIS) for the Town as a planning tool. The first phase of the proposal is to create a base map for the Assessors Map. Ms. Stickney asked if the Committee would consider funding a portion of the cost ($13,800) for creating the digitized base map. The Committee advised Ms. Stickney to formally fill out a CPC proposal application and Pat Loring volunteered to be the Committee's contact person. The Committee would also review the language of the CPA to determine if this appropriation may fall under the administrative budget. The proposal would be discussed at the next meeting.
KING CAESAR HOUSE AND WHARF UPDATE
Ms. Morris updated the Committee on the status of the project.
WRIGHT BUILDING RFP
It was reported that the RFP had been sent out and advertised in the Central Register.
STEWARDSHIP ENDOWMENT FOR SWANSON PROPERTY
Ms. Morris and Ms. Loring recused themselves and Ms. Bartlett was acting Chairman for this agenda discussion. The Committee reviewed the stewardship worksheet for the Swanson property. Mr. Vautrain made a motion that was seconded by Ms. Hall
Motion: to recommend approval of the stewardship expenses associated with the conservation restriction placed on the Swanson property in the amount of $6,695.
Vote: 4 - in favor; 0 - opposed. Motion passed.
Ms. Morris and Ms. Loring returned to the meeting at 9:15 a.m. and Ms. Morris resumed the Chairmanship.
HOUSING RESTRICTION UPDATE
Ms. Morris updated the Committee on the status of the housing restrictions at the Delano and Merlet properties.
FALL TOWN MEETING, NOVEMBER 24TH
The Committee assigned Mr. Wadsworth to speak on the stewardship articles at the Special Town Meeting.
The Committee discussed the Special Town Meeting articles. Ms. Morris will present the housing articles at the Special Town Meeting. It was also recommended that the Chairman check with the Moderator to see if she could make a report on the activities of the Committee and the CPA at the Special Town Meeting.
OTHER BUSINESS
The Committee discussed publicizing the accomplishments of the Committee.
To follow-up on the last meeting, Ms. Bartlett reported she spoke with the Deputy Assessor regarding the effects of a change to the CPA %. She noted the estimated loss to the CPA funds collected for the Town would be $203,000 and an additional $203,000 loss of matching state funds if the Town implemented the $100,000 exemption.
Ms. Morris reported that the Conservation Administrator had gotten an estimate of $2,000 for property bounds for the Merlet property. Mr. Vautrain made a motion that was seconded by Mr. Kelso.
Motion: to approve the expenditure of up to $2,000 for property bounds on the Merlet parcel.
Vote: 6 - in favor; 0 - opposed. Motion passed.
ADMINISTRATIVE MATTERS
The Committee signed the bill for travel reimbursement for Ms. Morris for the CHAPA Housing workshop.
The Committee reviewed the draft minutes of the meetings for 10/2/03 and 10/16/03. Ms. Hall made a motion that was seconded by Mr. Vautrain.
Motion: to approve the minutes of the meeting on 10/2/03 as written.
Vote: 5 – in favor; 0 – opposed; 1 - abstention (Loring). Motion passed.
Ms. Loring made a motion that was seconded by Mr. Kelso.
Motion: to approve the minutes of the meeting on 10/16/03 as written.
Vote: 4 - in favor; 0 - opposed; 2 - abstentions (Hall, Vautrain). Motion passed.
